Job description: Scope of Position:

To effectively and efficiently manage all aspects of the Healthy Growth and Development team which includes program areas such as Maternal and Child Health and Chronic Disease Prevention and Well-Being.

To ensure that the requirements of the Health Protection and Promotion Act are being met by providing quality services and programs to improve the health of the community in the areas of reproductive health and child health.

Position Description:

  • Ensure that effective programs are in place to meet the requirements and standards identified in the Ontario Public Health Standards, Protocolsand other relevant legislation.
  • Individuals and families achieve optimal preconception health, experience a healthy pregnancy, have the healthiest new born(s) possible and be prepared for parenthood. All children to attain and sustain optimal health and development potential.
  • Effectively manage and be accountable for all aspects, including the financial resources of the Healthy Growth and Development Team.
  • Effectively and efficiently plan, implement and evaluate health promotion programs in conjunction with staff within the Healthy Growth and Development Team, Health Unit, community partners and stakeholders.
  • Stay abreast of current and emerging chronic disease prevention, Healthy Babies, Healthy Children protocols and guidelines, injury prevention, substance use and public health science.
  • Report and be accountable to various levels of government with respect to programs/activities and issues relevant to the Healthy Growth and Development Team.
  • Effectively and efficiently manage human resources within the Healthy Growth and Development Team of the Health Unit.
  • Ensure that highly qualified, professional personnel are in place to implement programs.
  • Maintain good standing as a regulated health professional.
  • Participate in recruitment, hiring, supervising, training, mentoring, supporting, coaching and evaluating performance. Plan and organize work assignments for staff.
  • Ensure a quality practice environment for the regulated health professionals within the Healthy Growth and Development Team.
  • Identify needs for outside services, write RFPs, review and evaluate submissions and award contract(s) in accordance with corporate policies.
  • Effectively manage the financial resources of the Healthy Growth and Development Team.
  • Participate in the planning, monitoring and tracking of financial budgets allocated to the Healthy Growth and Development Team.
  • Allocate resources appropriately, sign invoices and review financial statements for selected programs.
  • Provide leadership and actively participate as a member of the Health Unit Management Team.
  • Provide leadership to standing and ad-hoc committees of the Health Unit.
  • Create and maintain policies, allocate fiscal and human resources, create strategic and operational plans.
  • Participate in the rotating Health Unit management on-call schedule and respond appropriately.
  • Provide coverage to other program areas as assigned i.e COVID-19 etc
  • Communicate effectively (verbally and orally) with the community, local agencies, governing bodies, and ministry officials.
  • Foster working relationships with community partners
  • Advocate for healthy public policies.
  • Write and review reports, grant applications, media articles and promotional materials on many health topics.
  • Participate in media interviews and presentations to stakeholders and decision makers
  • Contribute to the identification and prioritization of areas for improvement within the six dimensions of quality (safe, effective, efficient, timely, person-centred and equitable).
  • Engage with colleagues in a systematic approach to quality improvement, including the definition of the purpose and scope; development, testing and implementation of change ideas; and measurement of reach and impact.
  • Other duties as assigned.

Requirements Knowledge and Experience:

  • University undergraduate honours degree in health related field.
  • Certification by a recognized health discipline (e.g. Registered Nurse, Registered Dietitian).
  • At least five (5) years’ experience in a leadership role preferred.
  • Graduate degree in public health, nursing, public health administration, health promotion or community health is an asset.

Skills and Abilities:

  • Proven management and team leadership skills.
  • Knowledge of human resources including working within a unionized environment.
  • Knowledge and skills in the theory of health promotion (e.g. policy development, mass media/health communication, community mobilization), social marketing, evidence-based planning, and health education.
  • Proven time management skills and ability to manage multiple projects.
  • Diplomacy and political astuteness.
  • Data analysis, research skills, program planning, evaluation and strategic planning experience.
  • Budget/financial management skills.
  • Knowledge of emergency planning is an asset.
  • Valid Ontario driver’s license and access to a reliable vehicle
  • Computer expertise in corporate standard software (Microsoft Office) and department specific software to data search and entry and to create and modify word processed documents
  • Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act

Status: Temporary Full Time (date of hire to approximately January 25, 2022)

Salary: $86,489 – $108,112 per annum
