Major Responsibilities:

  • Facilitates the application of standards, best practice guidelines, legislation, regulations, competencies and trends of public health nursing practice (e.g. Ontario Public Health Standards, College of Nurses of Ontario (CNO) and Canadian Community Health Nursing Standards of Practice, Public Health and Public Health Nursing Core Competencies), towards quality public health practice.
  • Contributes to quality assurance and accountability mechanisms for TPH in consultation with the CNO and other nursing staff.
  • Assists the CNO to develop effective responses to emerging nursing issues and ensures coherence and communication of strategies and priorities to nurses across TPH.
  • Contributes the public health nursing perspective to multi-sectoral planning groups, organizations and governmental committees within and beyond the public health sector.
  • Consults in the development of curriculum and in the future preparation of nurses for public health.
  • Advances a nursing perspective in support of, and to further, organizational effectiveness to meet the Ontario Public Health Standards and Public Health Organizational Standards.
  • Promotes and consults on on-going tracking and evaluation of public health nursing practices, services and programs.
  • Maintains, monitors and communicates current knowledge of professional standards for nursing practice.
  • Provides leadership and support related to nursing practice issues, education, research and professional development opportunities.
  • Maintains awareness of legislative practices or regulations that impact on discipline specific practices at TPH and assists in the evaluation, revision and development of policies and procedures.
  • Links with nursing professionals to identify discipline-specific and inter-professional practice issues.
  • Prioritizes issues and develops strategies in consultation with the CNO which can be employed across TPH (i.e. policies and procedures) to resolve issues.
  • Liaises with the Chief Nursing Officer (CNO) to develop and implement nursing practice initiatives in the areas of research, education and professional development.
  • Contributes to mentoring of and role modelling to nursing staff and nursing students.
  • Supports the CNO’s role to advance nursing research, education, evidence-informed practice and a culture of inquiry and innovation at TPH.
  • Maintains awareness of external initiatives that may impact nursing practice at TPH.
  • Maintains awareness of TPH nursing practices that may have an external impact.
  • Provides co-ordination and support to the Nursing Practice Council.
  • Prepares or assists the CNO in developing Board of Health and other standing committee reports as required, including background research of issues and integration of existing knowledge analysis and health perspective.
  • Deals with confidential and sensitive information affecting nursing practice, TPH operations, assets and resources.

Key Qualifications: * A Master Degree in nursing from a recognized institution or a relevant approved academic equivalent.

  • Registered Nurse with the College of Nurses of Ontario.
  • Extensive public health nursing experience with progressive leadership responsibilities.
  • Experience in preparing comprehensive reports and the application of relevant information to support policy analysis and decision-making.
  • Well-developed communication skills, analytical and conflict-resolution skills, interpersonal skills to build good internal/external working relationships.
  • Sound judgement and ability to handle matters of a confidential and/or sensitive nature.
  • Excellent understanding of integrating health equity and the social determinants of health into Public Health Nursing practice, and experience applying anti-racist and/or anti-oppressive frameworks and policies.
  • Knowledge of collective agreement, College of Nurses Standards and Practice guidelines, City guidelines, policies, applicable statutes and relevant legislation including Employment Standards Act, Human Rights Code and Occupational Health and Safety Act.
