Job title: SENIOR POLICY ADVISOR

Job description: We are looking for two policy professionals with energy sector knowledge to research, analyse and provide specialist advice and consultation related to Ontario’s electricity distribution sector.
There are two temporary up to 12 month positions, one in the Distribution and Performance & Modernization (DPM) unit and the other in the Consumer Assistance and Protection Policy Unit.
The Distribution and Performance & Modernization (DPM) Unit
DPM leads a number of ministry priorities, such as LDC rate application analysis and rate policies (including seasonal rates, utility remuneration), LDC performance evaluation (scorecard), corporate governance (consolidation, use of affiliates), innovation/LDC of the Future (including EVs), Cybersecurity, Broadband, Accelerating Transit, Burden Reduction, as well as various policies affecting energy consumers across Ontario.
The Consumer Assistance and Protection Policy (CAPP) Unit
CAPP is responsible for the legislative and regulatory frameworks governing how the consumer interacts with the energy system. The Unit designs and implements policies and programs to improve customer service, transparency and protection of energy consumers. CAPP leads policy development for a number of rate mitigations initiatives, including the Ontario Electricity Support Program and Distribution Rate Protection, as well as consumer protection issues such as disconnections and bill presentment.
What can I expect to do in this role? In this role, you will:
- Lead projects from conception through to completion, working with internal and external stakeholders and consultants
- Research and analyze emerging trends, issues and developments in the energy sector
- Provide specialist advice and recommendations in regards to Ontario’s electricity distribution sector
- Work in collaboration with partners, other divisions, ministries and governments to develop and implement policy and programs
How do I qualify?
Electricity Sector and Industry Knowledge You have knowledge of:
- The sector and industry structure, developments. technology trends, key stakeholders and issues and concerns
- Private sector business planning, accounting practices and marketing methodologies related to Ontario’s distribution sector
- Relevant legislation and existing policies and programs to recommend strategic changes
Research and Analytical Skills • You have research and analytical skills, including quantitative and qualitative research from multijurisdictional sources to support decision-making and the integration of innovative technologies
- You can conduct complex research and analysis to provide advice and recommendations
- You can evaluate and monitor emerging trends and issues that have broad public policy implications
Policy and Program Development • You have experience with policy and program development to provide advice and contribute to the implementation of policy and programs that consider long-term environment, economic and energy planning implications
Project Management and Organization Skills • You have project management experience and leadership skills to lead project teams, provide technical guidance and ensure that priorities and deliverables are met
- You have organization and coordination skills to consistently meet tight deadlines
Relationship Management, Consultation and Negotiation Skills • You have customer service and relationship building skills to build networks, respond to internal and external stakeholders and collaborate on projects
- You have consultation, advisory and negotiation skills to provide advice, lead consultations and persuade clients/ stakeholders to reach mutual agreement on projects and initiatives
Communication Skills • You have facilitation and presentation skills to lead work groups, committees and present project updates and seek approvals from senior leadership
- You have written communication and computer skills to draft policy papers, reports, correspondence and briefing notes
