Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Reporting to the Director, Buses Interchanges & Gateways, the Senior Manager, Data Strategy is responsible for managing the overall data strategy (including metadata management, data integration, data cleansing for warehousing/BI/analytics and data quality) and data governance standards, processes and capabilities within I&IT. The Senior Manager, Data Strategy is a data management and analytics specialist who works as an enabler focused on delivering core data capabilities to support business goals and outcomes while developing action plans to enhance the maturity of the I&IT data environment.

What will I be doing?

  • Acts as a Data Management subject matter expert; advises the Director, Buses Interchanges & Gateways and Vice President Systems Architecture to improve planning, increase productivity, reduce risks and support operational efficiency, effectiveness and economy.
  • Defines, executes, manages and strategy for deriving business value from data across the data lifecycle from system of record to data ingestion to data integration and interfaces across systems.
  • Supports the development and build-out of the I&IT Data Strategy for the enterprise.
  • Develops and monitors KPIs and metrics to track performance of Data Strategy team via budget tracking, dashboard and metrics on utilization, resource allocation and other Data Management KPIs as required.
  • Ensures that the right data artifacts are available, stored and of sufficient quality to support Metrolinx reporting and analytics needs.
  • Bridges the gap between business and technology and communicates data and related concepts to both technical and non-technical audiences.
  • Establishes clear alignment across the enterprise and business unit architectures with roadmaps and measurement mechanisms.
  • Establishes ownership across the enterprise and business unit data, along with policies and standards that are monitored and measured on an ongoing basis.
  • Well versed in data management and governance to drive review and update of policies with regard to data quality, metadata, database requirements for storage and consumptions, techniques for data mining, classification, remediation, integration between systems and enable multi-dimensional view of data for business consumption.
  • Proactively manages risks pertaining to data and for Metrolinx (e.g. reduce the likelihood and impact of customer, transit and operational system risks and issues).
  • Creates and maintains strong relationships with I&IT Service Providers and validates that contracts related to Data meet their performance and financial targets.
  • Participates in identifying, managing and resolving scope change and contract compliance in the enterprise data area.
  • Collaborates with stakeholders across I&IT (i.e. Business Management Office, Product Operations, Cybersecurity) to support the successful delivery of products and confirm product outcomes meet I&IT data standards and policies.

Qualifications

  • Completion of a degree in computer science, mathematics, and statistics, or a related discipline or a combination of education, training and experience deemed equivalent
  • Required ten (10) years of related experience in at least one of the following: application design/development, database administration, data modeling, master data management, business delivery channel development/management, analytics application development.
  • Required five (5) years of experience in management of teams of three (3) or more subordinates.
  • Recommended five (5) years of related experience in the management or direct delivery for at least one of the following: application integration, data integration, business intelligence platforms, data warehouse/mart design/development, data quality/governance maintenance/management, business process design/modeling, senior systems analyst.
  • Preferred five (5) years of related experience in the management or direct delivery for at least one of the following: data science project delivery/management, statistical analysis, enterprise data architect.
  • Experience with the Microsoft Azure set of services in a hybrid-cloud and varied data-source ecosystem.
  • Experience in lean-agile implementation of aggregated data, analytics/learning, and visualization strategies.
  • Agile certification (Agile Certified Professional, Certified Scrum Product Owner) and /or ITIL Foundations Certification would be an asset.
  • Knowledge of tools and techniques of data management, data architecture & governance and the ability to develop and maintain an organization’s data in order to meet business requirements.
  • Exceptional technical acumen with current and relevant knowledge of data management, data architecture, big data and analytics practices and technologies.
  • Knowledge around system and technology integration, middleware, data warehousing, data movement / repository tools, data structures, query & database access tools, database management systems, big data management, BI and analytics, document/content management.
  • Well versed with data architecture requirements for storing data and catering for varied data sets including current structured data from systems and unstructured.
  • Well versed in introducing new ways of thinking and working (i.e. DevOps, Lean, Agile) and the data implications and integrations required across internal and vendor teams.
  • Comfortable working with remote team members.
  • Knowledge and understanding of advance procurement vehicles and their application to I&IT (Collaborative Procurement Process).
  • Leadership, technical and interpersonal skills to introduce new ways of thinking and working (i.e. DevOps, Lean, Work Management, Agile).
