The Health Services I&IT Cluster provides information management and information technology solutions that support the business requirements of the Ministry of Health and the Ministry of Long-Term Care and its agents. The cluster enables the Ontario government’s I&IT Strategy and plays a leadership role in major business transformation initiatives and infrastructure projects. What can I expect to do in this role? As a Senior Application Development Specialist, you will:

  • provide team leadership on small to medium sized projects or on larger projects as a member of the team, in the development of solution approach resulting in cost effective information technology solutions and services
  • provide technical consulting expertise in the design, development and maintenance of health applications being implemented to improve management information processing and reporting

How do I qualify?

Technical Knowledge and Skills • you have demonstrated knowledge in conducting feasibility studies, cost benefit and risk analyses on complex business systems initiatives and in implementing systems solutions

  • you have demonstrated knowledge of various programming languages, development technologies and development tools, such as .NET framework, ASP.NET, MS Visual Studio, C#, VB.Net, .NET Core, T-SQL, Angular, Microsoft Power Apps, SQL, and GitHub
  • you have the ability to lead teams through end to end software development life cycle including deployment using DevOps tools and techniques
  • you have demonstrated knowledge in developing highly scalable solutions using technologies such as Microservices, Containers, and API’s
  • you have demonstrated knowledge of business and systems analysis including process and data modelling techniques (OOAD, UML)
  • you have knowledge and experience with delivering business solution as a service using concepts like Software as a Service (SaaS), Platform as a Service (PaaS) and Infrastructure as a Service (IaaS)
  • you have demonstrated knowledge and experience in developing multi-tier web-enabled systems (OLTP and Content Management) and Mobile application development
  • you have demonstrated knowledge and experience in application development including testing, troubleshooting and documentation
  • you have experience in integrating applications with industry standard such as Identity and Access Management solutions including Active Directory and LDAP
  • you have experience working with Operating Systems such as Linux and Windows

Analytical and Problem-Solving Skills • you can assess, identify and coordinate/manage problems and incidents and recommend solutions

  • you can assess various options for optimizing security procedures and resolution of security problems and develop related recommendations
  • you can recommend approaches regarding security processes and participate in the implementation of approved strategies
  • you can evaluate problems to determine severity/priority levels

Communication and Interpersonal Skills • you can prepare project plans and status reports for management, maintain process documentation and training materials, and summarize test results

  • you can discuss problems with clients/users
  • you can explain/clarify technical issues/solutions to both technical and non-technical staff
  • you can set priorities, assign activities, provide technical guidance and training
  • you can collaborate with other technical teams to achieve project goals

Planning and Organizational Skills • you can address workload priorities in order of urgency and to independently handle problems and assigned service requests

  • you can work with external providers, and other areas in the cluster to negotiate for flexibility in allocating severity or priority levels to problems
  • you have the ability to interpret and administer administrative policies and guidelines related to supervising contract staff, assigning work and monitoring performance
