Job Description:
As a member of Toronto Water’s Customer & Technical Support Team, the Project Manager in the PCS unit is responsible to provide project management and specialized technical support related to complex process control systems involving high level of process automation in the water plant, wastewater treatment plant, and distribution/collection environment.
Reporting to the Senior Project Manager, the Project Manager oversees, reviews and directs the work of staff and engineering consultants related to compliance and implementation of PCS. The Project Manager is fully accountable for ensuring reliable, effective/efficient services in the design, construction, commissioning, and daily operation of PCS SCADA equipment, as well as data management systems within Toronto Water.
Major Responsibilities:
- Responsible for participating in and carrying out varied assignments related to Process Control Systems and process automation within a broad field of Municipal infrastructure design and construction.
- Manages and provides leadership for assigned projects from inception to completion. Assesses funding, schedule, scope requirements, develops Terms of Reference, fully defines project deliverables and manages change conditions. Ensures effective teamwork, communication, high standards of work quality, organizational performance, documentation and continuous learning.
- Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks. Finalizes contract payments and implements quality control/quality assurance, finalizes contract payments and ensures project expenditures are controlled and maintained within approved budgets.
- Acts as first point of contact, providing Process Control System / SCADA support and coordination to the various water,wastewater, and dsitribution/collection units within Toronto Water.
- Administers, coordinates, and provides guidance to process automation projects including planning, design, installation, and commissioning.
- Conducts investigations, both business and technical, for the analysis and evaluation of existing and proposed PCS modifications, including written and oral assessments of performance, cost benefit analysis, legislated requirements, and recommends changes accordingly.
- Provides support to the Capital Works budget process, and assist in controlling expenditures of consultants, contractors, and internal staff.
- Troubleshoots and provides guidance to facility staff in investigations related to PCS usage and performance.
- Maintains an up to date level of expertise in water and wastewater process control automation, SCADA/PCS programming, and related technologies.
- Oversees the integration of complex technical and process equipment installations; testing and acceptance/approvals, including guidance of assigned internal and external resources.
- Investigates and prepares analysis/recommendations concerning PCS and SCADA problems of varying complexity and/or assists unit Manager, Senior Project Manager, or Senior Engineer to resolve more complex automation performance issues.
- Ensures quality assurance procedures and quality control measures are adhered to in the management of PCS design and construction activities. Ensures that the PCS performance objectives comply with the established Toronto Water ‘Goals of Automation’.
- Reviews and participates in testing and implementation of design concepts to meet functional requirements including participation as the PCS lead during Factory Acceptance Testing (FAT) & Site Acceptance Testing (SAT) of control systems.
- Tracks procedures and policy compliance associated with PCS deliverables and contractual documentation.
- Participates in preliminary design, detailed design and implementation of capital work projects, and works with City of Toronto staff, consultants and contractors during construction and commissioning stages to ensure quality workmanship and compliance with Toronto Water’s PCS goals and guidelines.
- Provides input and supports the development/implementation of technical standards and policies associated with management and stewardship of PCS through routine review and audit reports.
- Liaises and coordinates with divisional and corporate support sections as well as other facility representatives; Managers, Supervisors, EI Specialists, Engineers, IT System Analysts, and Operational/Maintenance staff.
- Understands programming and maintainenance of a variety of process control system elements, PLC, OIT, SCADA, and other computerized equipment.
- Utilizes process operations, sampling and laboratory analysis results to interpret equipment functionality as it relates to programmable logic controllers (PLC) / SCADA performance.
- Understands computerized software systems, such as programmable logic controllers (PLC), Supervisory Control and Data Acquisition (iFix, iHistorian) as well as a Computerized Maintenance Management System (CMMS), Performance Management Systems (POMS) and other related technology for support and analytical purposes.
- Coordinates related work between various stakeholders; Engineering and Construction Services, Capital Works Delivery, Elecetrical & Instrumentation Specialists, Contracted Services, and Integrated Technology Management Support staff related to investigations, modifications and improvements of the PLC and HMI systems for the facility.
- Prepares estimates to assists in preparation of capital budget.
- Leads project teams and supervises/directs project team members, consultants and contractors. Provides specialized design services, technical advice and expertise to support the units of the Division/Cluster/Corporation. Modifies established guidelines, standards and processes, devises new approaches, applies existing criteria in innovative ways and draws conclusions from comparative situations.
- Identifies, evaluates and provides technical expertise and recommendations for the resolution of issues with assigned projects. Ensures compliance within guidelines by acting as a signing authority.
- Reviews drawings, purchasing documents and specifications prepared by staff, contractors and consultants.
- Assists with the preparation of Committee and Council reports, presentations, purchasing documents, contract plans, specifications and estimates.
- Evaluates proposals and/or bids and makes recommendations for award of contracts.
- Establishes and maintains linkages to other units in the City to co-ordinate input and ensure effective partnership.
Key Qualifications:
- Possession of a university degree in engineering, designation as a Professional Engineer in good standing and licensed to practice in Ontario, or the approved equivalent combination of education and electrical/controls experience.
- Considerable experience in the application of the principles and practices of instrumentation, process control, PLC, and SCADA systems as applied to municipal water treatment, wastewater treatment or distribution/collection systems.
- Ability to interpret engineering drawings, Factory Acceptance Testing (FAT) / Site Acceptance Testing (SAT) documentation, equipment/instrumentation layouts/schematics, specifications, process diagrams, process control narratives, and programming ladder/function block logic.
- Experience in the application of design principles and implementation processes related to process control systems throughout the preliminary design, detailed design, and construction/commissioning phases.
- Knowledge of the maintenance, repair, and troubleshooting of programmable logic controllers, remote terminal units and data communications.
- Sound working knowledge of relevant processes, equipment used in water and wastewater treatment operations.
- Problem solving skills and ability to communicate both orally and in writing, and develop constructive internal and external work relationships.
- Ability to implement process automation solutions.
- Strong interpersonal skills with ability to establish effective working relationships with all stakeholders, employees, client departments, outside agencies or other levels of government.
- Ability to manage multiple assignments and conflicting priorities.
- Ability to communicate effectively both verbally and in writing at all organizational levels.
- Thorough knowledge, experience and ability to work in an environment using hazardous chemicals associated with water/wastewater treatment.
- Project Management experience in an Engineering environment, preferably within municipal infrastructure design and construction.
- Possession of PMP certification from the Project Management Institute (PMI) would be an asset.
- Working knowledge of government legislation in the areas of employment, labour, human rights, the Occupational Health and Safety Act, and City policies and procedures.
- Must possess a valid Province of Ontario Class “G” Driver’s License and have daily access to a vehicle to travel to various work locations and construction sites in a timely and efficient manner.
