General Accountability
In partnership with the City of Toronto, the TTC is joining the ModernTO program in our efforts to streamline the traditional office environment and ultimately create flexibility for employees, streamline processes and realize savings through transformation. Reporting to the Director, HR Strategy & Client Services with accountability across the TTC’s People Group and in support of the ModernTO Program Manager, the incumbent will lead the “People & Policy” stream within the broader ModernTO project.
Key Job Functions
- Help define the specific impacts of the ModernTO program across the People Group (i.e. HR Strategy; Policy Development; Employee Relations; Employee Services & Systems (Payroll & Benefits); Occupational Health and Safety; Employee Development & Training and Business Transformation).
- Work in line with the larger ModernTO program, create a clear scope and set of deliverables within the People Group and develop an aligned critical path.
- Liaise between the ModernTO Project Team and TTC’s People Group leaders and subject matter experts to ensure the development of an integrated People Group/ModernTO plan, and subsequent sectional work packages/plans.
- Identify gaps as it relates to the People Group requirements and the TTC’s ability to deliver on larger ModernTO objectives and make recommendations on options and impacts while considering budgets (including headcount) and schedules.
- Present issues, analysis and recommendations forward to Director, HR Strategy and Client Services, the ModernTO Program Manager, People Group leadership team and other decisions makers including the executive steering committee as required.
- Identify and develop plans to transform People Group program and polices in order to ensure that the modernized workplace is flexible, efficient, accessible, inclusive, healthy and encourages teamwork.
- Work with other internal business stakeholders (e.g. Finance, Operations etc.) where issues identified impact policies, programs or services owned and/or delivered by internal stakeholders.
- Act as the TTC’s People & Policy Stream representative and collaborate with similarly positioned external stakeholders (i.e. Stream leads from City of Toronto and other Toronto Agencies) to ensure alignment across all impacted organizations.
- Establish relationships and partnerships with internal TTC ModernTO stream leads and their senior management teams (Information Technology, Property Planning and Development, Information Management and Change Management).
- Lead due diligence and jurisdictional scan for flexible and mobility policies and guidelines, as required.
- With a focus on process improvement, you will lead, establish and update policies or guidelines, including remote work, to allow staff to work from alternative locations, including working from home when operationally feasible.
- Develop targets and criteria to measure and evaluate the effectiveness and success of programs including the development and measurement of key performance indicators evaluating success and areas for improvement.
- Provide policy analysis, formulation, coordination and advice to the senior stakeholders regarding programs, services and organization at both a strategic and operational level.
- Demonstrate behaviors that support diversity, inclusion, and a respectful work and service environment that is free from discrimination and harassment. Help to remove barriers and accommodate employees and customers (within their area of responsibility) in accordance with TTC’s commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC’s policies.

Education and Experience
- Post-secondary education in Human Resources, Business Administration, Project Management or approved equivalent combination of education and experience in human resources services.
- Progressive experience in managing a complex program with a range of project types; or a combination of education, training, and experience deemed to be equivalent.
- CAPM (Certified Associate in Project Management) and/or PMP (Project Management Professional) would be considered assets.
- Extensive experience working within complex programs incorporating multiple projects across several departments and possesses strong HR knowledge and background
- Experience in a project leadership role, leading diverse teams and acting as a trusted advisor to senior leadership.
- Demonstrated experience and knowledge of HR programs and practices and policy development
- Knowledge and experience in project/program management methodologies, such as the Project Management Institute’s Project Management Body of Knowledge (PMI PMBOK).
Additional Requirements
- Adept at dealing with individuals from all organizational levels and have the ability to plan and conduct policy related consultation with stakeholders.
- Strong business acumen; high degree of political sensitivity, astuteness and the ability to use the informal power structure of the organization to achieve program success and overcome obstacles.
- Knowledge of project planning tools, such as Microsoft Project with evidence of practical application.
- Influencing and negotiation experience and skills in an environment with high competition for resources; ability to develop programs and deliver them with financial and resource constraints.
- Excellent verbal and written communication skills, including the ability to explain and champion the program goals and objectives to the business; develop and draft policies; ability to vary styles of interaction and communication as needed for target audience.
- Specific HR program and policy development in the area of flexible work policies (i.e. desk sharing, work-at-home policies, employee travel etc.).
- Have strong human resources knowledge and expertise as well as Project Management knowledge and expertise.
- Strong business acumen to understand the implications and impacts that these various work plans will have on the TTC and ensuring solutions enable all impacted business lines to succeed during and after the program (project) is completed.
- Develops clear work packages/plans which ensures alignment with the ModernTO Program, TTC corporate plans and is integrated with People Group strategies
- Develops relationships and maintains support from key stakeholders in the organization to deliver the program deliverables and outcomes; solicits support, sponsorship and commitment to program success across the organization; champions program goals and objectives across the organization.
- Leads the People Group (People and Policy) stream in a matrixed environment where the program depends on resources/execution of projects which are not under their direct control.
- Subject to COVID-19 safety measures, incumbent may be required to attend in-person/off-site consultations
- Varied hours may be required to meet project objectives and deadlines.
