Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.
Our GO Extensions Office is seeking a Project Coordinator to work on the Kitchener Corridor Extension Programs to coordinate the design and construction of assigned physical infrastructure projects, in a safe, timely, consistent and cost-effective manner.
Major components of the Program include but not limited to feasibility and planning studies, environmental assessments, property acquisitions, third parties’ approvals, new track infrastructure design and construction to support the expanded train service levels on the Kitchener Corridor.
What will I be doing?
- Plan, manage, and oversee the project work of consultants, to ensure compliance with Metrolinx’s Engineering Standards, Building Code and Site Plan Control Requirements and internal user group requirements through all project stages, such as the preparation of environmental assessment documents, project studies, design proposals, design reports, sustainable development reports, accessibility reports, contract specifications and drawings and construction administration.
- Plan, forecast, monitor and report all capital project expenditures such as consultant fees and addenda, purchase orders, construction contracts, change orders and cost sharing agreements with public or private organizations. May be designated with signing authority for authorized capital projects.
- Manage and oversee engineering and/or architectural consultant services for the execution of infrastructure projects for new construction and alterations to existing fixed facilities.
- Perform project coordination to minimize customer impacts, ensure all internal and external approvals are obtained, and that design and cost dispute resolution and timely completion within established budget and schedule restrictions are adhered to.
- Coordinate engineering projects with external agencies including the Railways to ensure compliance with legislation, codes and the requirements of governing/regulatory authorities, including the incorporation of external agency work within GO Engineering Projects.
- Prepare and submit tender document specifications for construction and consultant contracts for submission to Procurement and Contract Services for tendering. Assists Procurement and Contract Services during the tendering by providing information to contractors and consultants on questions arising during tendering. Participates in evaluating bids and recommending for approval the award of contracts.
- Ensure proper acceptance and commissioning of completed projects for hand over to the user group.
- Prepare performance evaluations for consultants and contractors and prepares project post-evaluation reports including project cost analyses.
- Research, develop and recommend Engineering Standards and procedures for improved physical infrastructure.
- Manage in-house design projects and emergent rehabilitation/repair work for user groups
Qualifications
- A college diploma in Civil Engineering Technology or an equivalent combination of education, training and experience providing a thorough knowledge of the theories and practices of engineering/architecture.
- Minimum five (5) years’ experience related to the planning, design and construction of transit facilities, interpreting and applying contract plans and specifications and co-ordinating contracted engineering projects.
- Thorough knowledge of the theory, principles and practices of civil engineering and architecture.
- Detailed knowledge of project management including cost control, scheduling, codes, standards, specifications, corporate policies and procedures and applicable contract legislation.
- Thorough understanding of Railway Rules and Regulations and Safety & Operating procedures.
- Excellent written and oral communication skills, ability to work independently, strong interpersonal and negotiating skills and analytical ability are a must.
- Proficiency in the use of project management software and computer applications is essential.
- Must have a valid Ontario “G” Driver’s Licence.
