Procurement Specialist required to work in partnership with Ministry clients to assess business requirements, identify appropriate procurement strategy, prepare procurement documents that comply with procurement policy and provide recommendations as a subject matter expert.

Job # 1027.
Job Type: Temporary, initial term 3 months.
Hours: Regular daytime hours.
Work location: Remote.
Compensation: $50 per hour.

Responsibilities Summary:

  • Strategize procurement requirements and provide procurement advice and guidance through the procurement process.
  • Lead procurement planning processes including business case development to obtain required approvals.
  • Develop and deliver executive level presentations and conduct procurement training sessions.
  • Provide timely information, analysis and advice to facilitate implementation of the client’s operational and business plans for procurement, including development of procurement strategies, business cases and procurement plans, advising on supply options, changing business practices, and preparing solicitation documents.
  • Advise clients on the interpretation and application of corporate procurement and contract management policies, procedures and guidelines to ensure compliance with government and ministry policy requirements.
  • Provide advice and leadership on the competitive tender process to clients to ensure procurement documents and procurement process comply with procurement rules and legal requirements and ensure that vendors have access to a fair, competitive and transparent procurement opportunity, within timelines, budget and deliverables.
  • Provide guidance and assistance to clients in the preparation and execution of contracts resulting from the competitive process.
  • Provide guidance and support during the evaluation process including reviewing proposals to assess against mandatory criteria, facilitating the assessment of proposals by clients, and selecting successful bidders.
  • Act as primary contact and conduit of information between potential vendors and clients including facilitating vendor briefings, responding to and/or coordinating Q&A’s, and ensuring successful and unsuccessful vendors are advised of outcome.
  • Liaise with legal counsel in the development of final procurement documents to ensure the inclusion of relevant contractual terms and conditions and compliance with legal standards.
  • Additional related procurement project responsibilities as required.

Qualifications:

  • Familiarity with applicable legislation, regulations, public and private sector procurement policies, methods and practices; OPS procurement policies, directives and standing agreements; procurement legal framework, applicable trade agreements and accounting/financial principles.
  • Project management and organization skills to ensure tasks performed within time and resource requirements and to coordinate procurements project life cycles.
  • Familiar with practices related to contract agreements such as contract law, competitive bidding case law, leasing and licensing options to advise clients on risks in business decisions for procurement through the tendering process and the implications of the terms and conditions of contracts.
  • Strong research techniques to analyze and evaluate emerging trends in procurement policy.
  • Excellent written and oral communication skills to prepare procurement business cases, correspondence, reports, senior management briefing materials, and deliver presentations to senior Ministry executives, managers, clients, and stakeholders.
  • Proficient in training methodologies to educate divisional clients and procurement staff about procurement policies, processes, and best practices
  • Proficient in computer software applications for word processing, spreadsheets, databases, project management and presentation capabilities
  • Strong consultation and advisory skills to provide information to clients on procurement options and to build and maintain good working relationships with vendors.
  • Strong negotiation skills to participate in negotiation of contracts, and to resolve procurement problems with vendors/suppliers.
  • Strong analyzing and problem-solving skills to assess business cases; interpret and apply procurement methods, policies and procedures; evaluate procurement submissions from vendors and assess against mandatory criteria requirements.
  • Excellent consultative and interpersonal skills to build/maintain effective partnerships and working relationships with diverse internal stakeholders and external suppliers.
  • Experience negotiating contracts with vendors and resolve procurement problems with vendors/suppliers.
  • Experience with the OPS tendering process including development of a wide range of complex procurement solicitation documents.
  • Experience with IT Procurement within a public sector context strongly preferred.
  • Satisfactory criminal background check, education verification and employment references.
