Job Summary:

Reporting to the Associate Director of Clinic Operations, this temporary, full-time position of Manager, Vaccine Preventable Diseases (Clinic Resource Manager) will manage the planning, implementation and evaluation of the city-wide Mass Immunization Clinics in compliance with provincial legislation and city council directives.

Major Responsibilities:

  • Acts as a resource Manager for all aspects of clinic operations at 3 mass immunization clinic sites, including clinical guidance, HR issues, LR issues and administrative related issues
  • Supports the clinic through supervising the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, and recommends disciplinary action when necessary
  • Assists in guiding clinic supervisors with staffing and personnel issues
  • Consults with MD to make vaccine administration decisions based on questions received from clinic sites
  • Participates in pre-huddles and post huddles with clinic supervisors, ensuring clear and efficient communication with 3 clinic sites through team meetings
  • Debriefs with clinic supervisors as and when required
  • Updates clinic supervisors on changes to Medical directives, procedures, policy and guidelines
  • Ensures clinic policies, procedures and guidelines are implemented
  • Provides update to clinic resource manager on next team
  • Documents significant clinic events
  • Escalates any emergency issues arising from clinic operations to Clinical Associate Director or communications lead
  • Ensures the correct storage and handling of all vaccines
  • Promptly investigates adverse vaccine events to enhance quality control and minimize the potential risk to the public, and ensures all adverse vaccine events following immunization are reported to AEFI team
  • Participates in the training of clinic staff, including providing consultation on the design, delivery and implementation of the training program
  • Ensures staff and site compliance with all corporate and provincial legislation, including but not limited to Occupational Health and Safety & IPAC procedures
  • Monitor continuous quality assurance mechanisms (i.e. staff are adhering to clinic procedures and following up with staff as necessary)
  • Responds to complaints from members of the community regarding the COVID-19 vaccine program
  • Follows Documentation Procedure
  • Responds to calls, assesses their urgency, consults with on-call physician and directs on-call staff

Key Qualifications: * Considerable experience in program planning, improvement and evaluation in a public health discipline.

  • Considerable experience supervising, training and mentoring staff.
  • Experience identifying trends and proactively implementing new practices and/or processes in response to changing environmental factors that impact service delivery.
  • Experience establishing performance objectives and measures to continuously improve performance and the standard of excellence within a multidisciplinary team.
  • Experience in stakeholder management to deliver effective services.
  • Baccalaureate degree in nursing and/or Registered Nurse (RN) in good standing with the College of Nurses of Ontario or equivalent combination of education and experience working in these areas.
  • Highly effective in achieving successful outcomes with multidisciplinary teams and stakeholders and an excellent ability to anticipate and influence positive response to required change in a fast paced environment.
  • Proven leadership and effective change management abilities.
  • Demonstrated excellent organizational, priority setting and planning skills with the ability to work under significant time constraints.
  • Excellent interpersonal, problem solving and conflict management skills.
  • Familiarity with relevant employment legislation including Employment Standards Act, Human Rights Act, Occupational Health & Safety Act.
  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.
  • Must be able to work a flexible schedule including evenings and weekends, as required.
  • Experience in training design, delivery and implementation would be considered an asset.
