Job description: Minimum Qualifications This position is open to candidates who are reachable on the Manager of Information Technology Services 2, G-29, Civil Service eligible list OR have one year of permanent competitive service as a Manager of Information Technology Services 2, G-29. Candidates reachable on the eligible list will be considered through canvass and need not apply. The position is also open to NYS employees at or above G-27 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. Examples of qualifying Section 52.6 titles include Manager Information Technology Services 1 (and all parenthetics), G-27.

Duties Description The Statewide Financial System (SFS) is New York State government’s accounting and financial management system. This modern enterprise resource planning (ERP) system was built with the goal of enabling the State of New York to perform its fiscal and business management tasks more effectively, transparently, and efficiently than ever before. As an enterprise financial system, SFS facilitates the management and flow of information between and among State agencies, State control agencies (the Division of the Budget and the Office of the State Comptroller), the State legislature, vendors doing business with New York State, and the general public.

The SFS is managed by a group of professionals who are dedicated to improving the financial management business processes of New York State agencies. The SFS is a fast-paced, customer-focused organization, with responsibility for a wide array of operational and project activities.

The SFS is seeking a motivated, experienced professional to fill a Manager of Information Technology Services 2 position. As a member of the SFS management team, the incumbent will work in the Software Administration Bureau within the SFS Technology Services Division to supervise a software administration team responsible for the installation, maintenance, tuning and administration of PeopleSoft software products in an environment consisting of Oracle PeopleSoft applications, Oracle Data Integrator, Oracle BI Applications, Oracle Database; having components running under AIX, Linux and Windows operating systems, with both on-premises and cloud based infrastructure implementations.

Responsibilities Include:

General Responsibilities:

  • Administration of SFS system software including PeopleTools and PeopleSoft Financials and Supply Chain Management
  • Manage a software administration group responsible for a SFS PeopleSoft software components
  • Provide schedule and task coordination for quarterly patching, annual or bi-annual upgrades, and implementation of new features
  • Work with other SFS Divisions to support SFS development, testing, and operational activities
  • Participate in the maintenance and support for the SFS development, testing, and production environments
  • Contribute to the design and planning for the overall SFS architecture
  • Collaborate with other SFS Divisions to ensure that the SFS system environment supports project goals and objectives

Software Administration Responsibilities:

  • Plan work assignments for a team of software administrators
  • SFS software installation planning and implementation
  • SFS software maintenance, patching and upgrades
  • Troubleshoot and resolve problems with the PeopleSoft application or technical environment
  • Maintain multiple environments supporting the SFS development and testing migration path to production
  • Produce SFS system documentation and standard procedures for software administrators
  • Develop and oversee SFS system level monitoring and operational procedures
  • Work with hardware and network service providers to meet SFS technology objectives
  • Work with software vendors to implement solutions and resolve issues
  • Ensure effective use of subordinate staff, and perform the full range of supervisory duties

Cloud Architecture Responsibilities:

  • Work with SFS Leadership, software and database administrators, as well as SFS cloud and infrastructure service providers, to develop a hybrid architectural approach to explore the feasibility of transitioning SFS systems from on-premises into an off-premises cloud
  • Consider and discuss multiple approach strategies to transition from current on-premises computing to a cloud based computing platform (e.g., OCI)
  • Consider all aspects of the two platforms in light of cost, performance, security, availability and scalability
  • Revamp existing disaster recovery approaches in light of the changes to existing infrastructure as well as the availability and capability of the cloud platform
  • Size the server resources to be most efficient/cost-effective while ensuring high performance when demand dictates
  • Architect highly available infrastructure in the cloud using availability domains, fault domains and load balancing
  • Create automatic responses to increased demand by automatically scaling-out/in and scaling up/down as demand changes
  • Develop a backup and restore approach which takes full advantage of cloud architecture to produce reliable and immutable backups/snapshots for SWADM software, reports and attachments.
