Intent of the process:
The intent of this advertisement is to staff one (1) indeterminate position in addition to establishing a pool of partially qualified and qualified candidates that may be used to staff a determinate or indeterminate position within NSERC or SSHRC, following the results of the competition.

The pool could be used to offer assignments, secondments, deployments, or Interchange Canada Program opportunities.

Candidates must meet the essential qualifications (education and experience) to be appointed to the position.

Candidates will be required to provide proof of education, either a diploma or an official transcript.

A written examination and an interview may be administered.

IMPORTANT NOTE: Candidates must clearly demonstrate in their cover letter how they meet the education and experience factors listed in the essential and asset qualifications. The cover letter should not exceed two (2) pages (8.5X11; 11 point font; normal margins). Please note that it is not sufficient to only state that the qualification is met. Job Summary

Leads various aspects of the information management program, including the development and implementation of information and data management policies, standards and guidelines, awareness and training for the Agencies in line with Government of Canada priorities. The incumbent is also responsible for the design and development of information architecture, custodianship of information assets, and the provision of advice and guidance on the business, technological and regulatory requirements and practices relating to information and data management.

Statement of Qualifications

Education

University degree or community college diploma in a field related to information management or library sciences and experience related to the information management discipline or an acceptable combination of education, training and experience related to the information management discipline.

Asset: Graduate from a recognized university with a Master’s degree in Library and Information Science, or a Master of Library and Information Studies or in a related field.

Experience

Recent* experience managing a corporate information management program;
Sound** experience leading the delivery of or delivering content management or information architecture services;
Sound** experience leading the development of or developing and implementing IM policies or directives and guidance, awareness and training;
Experience establishing and maintaining working relationships with stakeholders and clients
Sound** experience in managing human*** and financial resources;
Experience identifying and analyzing problems and providing advice/recommendations to senior management**** on tactical and strategic issues related to IM policy or service delivery.

  • Recent is defined as experience acquired within the last three (3) years.

** Sound is defined as the breadth and depth of experience normally associated with full-time performance of duties for at least two (2) years.
*** Managing human resources includes assignment of work, monitoring performance and giving feedback to employees
**** Senior management is defined as Director (EX-1) level and above.

Knowledge

Knowledge of concepts or principles and practices associated with the IM and data management disciplines;
Knowledge of legislation, policies, directives and standards governing IM;
Knowledge of emerging issues, technology or trends related to IM;
Knowledge of functionalities and capabilities of Enterprise Document and Records Management Systems;
Knowledge of organizational change management.

Abilities

Ability to manage and lead change in the workplace;
Ability to identify issues, analyze situations and provide recommendations to senior management;
Ability to communicate effectively in writing;
Ability to communicate effectively orally.
