Job description: Minimum Qualifications Candidates must have one year of permanent competitive or non-competitive 55 b/c service as an Information Technology Specialist 3 (Data Communications), SG-23, OR have one year of permanent service in a title eligible for transfer under Section 52.6 of the Civil Service Law.

Preferred Qualifications:

  • Extensive knowledge with design, support and installation of Avaya Enterprise phone systems and telecommunications.
  • Extensive knowledge and experience of hardware/software with an emphasis on Cisco switching, routing, data center core switching and WAN/LAN.
  • Knowledge of VoIP, firewalls, web security, load balancers and enterprise wireless systems configuration and troubleshooting.
  • Knowledge of Cisco enterprise security.
  • Experience with Video Conferencing Administration.
  • Experience with design, support and installation of fiber optic and copper infrastructure cabling management, analysis and development of network security.
  • Knowledge of enterprise network management tools.
  • Knowledge of NYS Procurement.
  • Excellent customer service and follow-up skills.
  • Valid License to operate a motor vehicle in New York State.

Duties Description Under the direction of the Manager of Network Services and Information Technology Specialist 4 (Data Communications), the Information Technology Specialist 3 (Data Communications) position will be primarily responsible for monitoring, maintaining, securing and installation of network and telecommunication systems and all equipment associated with the Thruway Authority’s local and statewide locations.

  • Configure, implement, troubleshoot and support Avaya Enterprise equipment and associated systems.
  • Configure, troubleshoot and support network switches, routers, firewalls, cellular modems, IP phones, VPN’s, data circuits, enterprise traffic managers and load balancers (F5), and various wireless devices.
  • Support, configure and troubleshoot network end devices such as, signal devices, cameras, Intelligent Transportation System elements (including dynamic message signs), video surveillance, and UPS Systems.
  • Utilize working knowledge of; network protocols, TCP/IP, EIA/TIA standards, DHCP, DNS, SNMP, VoIP and MS Windows.
  • Review, update and assist in the creation of network and telecommunication diagrams and other documentation.
  • Assist in the evaluation of hardware platforms and software products.
  • Implement and support LAN technologies including; Virtual Local Area Networks (VLANs), Spanning Tree Protocol (STP), Link aggregation, VoIP and Wireless devices.
  • Utilize direct working experience with design, implementation and support of WAN/LAN technologies, including Multicast, OSPF, VLANs, Spanning Tree, Link Aggregation protocols and physical hardware installation.
  • Design, implement and support enterprise wireless technologies, including 802.11 A, B, G and N.
  • Troubleshoot application issues using protocol analysis tools. (i.e. Sniffer, Wireshark).
  • Monitor system performance and provide security measures, troubleshooting and maintenance as needed.
  • Utilize Telecommunications knowledge, including local, long distance, Internet, cabling, VoIP, PBX, Key systems, and voice mail systems.
  • Use of all available network and telecom resource tools to provide exceptional support and service.

Additional Comments This is a CSEA position. Candidates must possess knowledge of NYS Procurement laws, rules, and regulations and excellent customer service skills and follow-up capability. Due to the nature of this position, it may be necessary to lift heavy computer equipment in performing some job duties.
