Job description: Minimum Qualifications This position is open to NYS employees with one year of permanent, competitive service as an Information Technology Specialist 2 (Programming), SG-18, or to those deemed eligible for transfer under Section 52.6 of the Civil Service Law. Candidates must have a bachelor’s degree AND two years of information technology experience, including one year of information security or information assurance experience. Appropriate information security or information assurance experience may substitute for the bachelor’s degree on a year-for-year basis; an associate’s degree requires an additional two years of information technology, information security, or information assurance experience. Experience solely in information security or information assurance may substitute for the general information technology experience.

The ideal candidate for this position will possess a recognized industry certification, such as CISSP, CEH, GIAC, Security+, OSCP, or similar.

Duties Description This position is for employment with the Secure Elections Center (SEC) of the New York State Board of Elections (SBOE) in Albany, NY. The State Board of Elections works with, but is independent from, the NYS Office of IT Services. As an Elections Security Specialist reporting directly to the Elections Security Manager, you will monitor computer endpoints and networks for security issues, install security software, and document any security issues or breaches encountered. Responsibilities will focus on communicating with internal and external stakeholders at the County, State, and Federal level in a highly effective manner.
Duties of this position include, but are not limited to, the following:

  • Evaluate risks that might affect election information assets and recommend improvements, additional steps, and take corrective action;
  • Function as a consulting resource on information security issues to County Boards of Elections (CBOE);
  • Under direction of the Elections Security Manager, engage CBOE in various stages of incident response;
  • Stay up-to-date on information technology trends and security standards;
  • Assist with developing best practices that enable the business while adhering to security requirements;
  • Document security breaches and assess the damage they cause;
  • Measure and determine whether information security controls are appropriate and effectively manage risk to an acceptable level;
  • Work with security team to perform tests and uncover potential network vulnerabilities;
  • Fix detected vulnerabilities to maintain a high-security standard;
  • Monitor computer networks for security issues;
  • Assist with developing information security program technology assets, policies, practices and processes to proactively protect, shield, and defend the Board’s election information assets from cyber threats and intrusions;
  • Assist with establishing, monitoring, evaluation and reporting on key information security metrics to provide management with accurate and meaningful data regarding the effectiveness of the information security program;
  • Lead efforts that ensure risk assessments, vulnerability assessments and threat analyses are conducted to identify and assess risk to the organization’s information;
  • Identify, acquire and manage requirements for internal and external resources to execute the information security program;
  • Assist with maintaining information security practices, processes, controls, and resources (including people and technologies) to execute the information security program in alignment with the organization’s business goals;
  • Prevent the occurrence and recurrence of cybersecurity incidents by proactively monitoring operations to detect adversaries and suspicious and unauthorized events, and report, contain and mitigate incidents as expeditiously as possible; and
  • Improve the Board’s disaster recovery and business continuity policies, practices, and processes to ensure that business-critical information assets are recovered in the event of a disaster.

  • Demonstrated ability to work well with people from many different disciplines with varying degrees of technical experience; and
  • Demonstrated understanding of various regulatory and compliance mandates, and ability to write security standards and procedures.
