Job description: Minimum Qualifications Bachelor’s degree* with at least 15 credit hours in cyber security, information assurance, or information technology.
*Substitution: Bachelor’s degree candidates without at least 15 course credits in cyber security, information assurance, or information technology require an additional year of general information technology experience to qualify. Appropriate information security or information assurance experience may substitute for the bachelor’s degree on a year-for-year basis; an associate’s degree requires an additional two years of general information technology experience.
Preferred Qualifications:
- Bachelor’s Degree with a concentration or major in Information Security, Cyber Security, Digital Forensics, or a related field.
- Applicable Information Security certificate(s), including but not limited to:
o Certificate in Information Security Auditing (e.g., GCCC, GSNA, CISA)
o Certificate in Information Security Fundamentals (e.g., Security+, GSEC, CISF, GISF)
o Certificate in Information Security Risk Management (e.g., CRISC, CAP, GCCC, CCSLP)
- Working knowledge of:
o Government security and privacy mandates/regulatory compliance (e.g., HIPAA, PCI, IRS Pub 1075, CJIS)
o Information Security (CIA triad, Information Classification, Risk Management, Incident Response, Vulnerability Management, Security Architecture & Engineering)
o Information Security Frameworks (NIST Cyber Security Framework, CIS Controls, ISO 2700 series)
o IT Management Frameworks (ITIL, COBIT)
- 1+ years’ experience in technical writing.
- Excellent oral and written communication skills including the ability to clearly articulate information technology and information security concepts to a varied audience to facilitate wide understanding.
- Demonstrated critical thinking, problem solving and analytical skills.
Duties Description Under the direction of senior team members within the Chief Information Security Office/Governance, Risk, & Compliance/Governance, Compliance, Awareness, & Training (GCAT) section, the incumbent will be responsible for assisting with the development and implementation of the Chief Information Security Office’s GCAT Program. The Program consists of policies, standards, and guidelines to protect New York State information assets, assessing policy exception requests, and the promotion of cyber security awareness and development of cyber training activities.
The candidate will work collaboratively within ITS and with other State entities to develop information security policies, standards, and guidelines that reflect the changing security landscape and the consistently increasing volume of cyber security threats. The candidate will also work to promote cybersecurity awareness and information security “best practices” through the development of training programs and various outreach activities and events such as the annual NYS Cyber Security Conference.
The position requires communicating orally and in writing with various individuals including management, users, vendors, and other IT staff. The position requires availability during off-shift hours to ensure appropriate response to security incidents or other critical activities that may impact sensitive information, critical systems, NYS agencies, or ITS.
Specific duties include, but are not limited to:
- Disseminating cyber security materials to heighten awareness and knowledge of best practices.
- Maintaining contact lists and channels of communication to target audiences (State and local government, education sectors, citizens, etc.).
- Participating in partnership programs with State and National work groups.
- Assisting with the coordination of activities and messaging for NYS’s participation in National Cyber Security Awareness Month.
- Assisting supervisory personnel with management of the annual New York State Cyber Security Conference for the CISO incorporating advisement from the Governor’s Cyber Security Advisory Committee
- Assisting supervisory personnel with the planning and implementation of various aspects of the CISO training program, including:
o identifying and coordinating delivery of cyber security training courses to build core competencies and capabilities for CISO and ITS staff
o developing course content to address specific training needs for NYS staff where applicable
- Supporting and participating in national, state, and local government exercises focused on cyber security.
- Participating in the development and maintenance of statewide information security policies, mechanisms, processes, standards, and procedures that meet current and future state business needs.
- Consulting with State Entities regarding interpretation and implementation issues for statewide information security policies, procedures, and best practices.

Expected salary: $56604 – 71980 per year
