The Bank of Canada, as part of its funds management function, is responsible for providing banking services to specific types of clients, thereby supporting the implementation of Canada’s monetary policy framework, the well-functioning of the domestic financial system and global financial stability.

Banking services include the provision of Canadian dollar bank accounts, securities accounts and safekeeping services, payments, settlement services to payment clearing and settlement systems, and fully collateralized loans. These services are limited in terms of scope and client base and are currently provided to the Government of Canada, financial market infrastructures, Canadian financial institutions, foreign central banks and official international financial organizations, and a Crown corporation.

What you will do
As part of the Strategy Analysis & System Support (“SASS”) team in the Funds Management and Banking (FBD) Department, you are primarily responsible for supporting the development, implementation and steady-state execution of financial crimes controls within Banking Operations. This would include providing business training and system analytic support to help evolve the risk and financial crime operating framework for Banking Operations.

You play an important and leading role in the implementation and operationalization of the Financial Crimes Risk Management Framework. You will assist in the implementation of the strategic direction for Banking Operations’ critical banking systems by analyzing defined long-term business needs and supporting senior analysts in providing business authority, advice and sound recommendations to initiatives. You will continuously monitor the banking environment for changes and identify opportunities to improve/develop processes, adapt systems and assist with the implementation of these business and operational changes. Some of the day to day responsibilities in the role will include the following: conduct Know Your Client (“KYC”) reviews, adjudicate alerts, perform investigations and conduct general monitoring of existing tools and controls. In addition, you will participate in projects and provide subject-matter expertise to internal and external committees.

What you need to succeed
To perform your day to day work, you will need to develop a broad view of the business and a strong understanding of the underlying implicated processes, information and technologies particularly those related to banking, payment and settlement operations. You have a strong risk acumen,can think conceptually and can analyze and discern inconsistencies. Your experience in writing clearly and concisely will be leveraged by the team in the preparation of key process documents, records and other deliverables as required. . Your effective communication skills will help you build and maintain relationships with clients and colleagues, and your knowledge of best practices regarding sanctions screening, anti-money laundering (AML), anti-terrorist funding (ATF) and know your client (KYC) is a strong asset that will help you deliver on the team’s commitments. You are a team player who can work with a diversity of internal and external stakeholders, while managing multiple tasks of varying complexities.

Nice-to-have

  • experience with the Society for Worldwide Interbank Financial Telecommunication (SWIFT) network and transmission of SWIFT messages
  • experience with the implementation of risk management frameworks, including lines of defense
  • IIBA (International Institute of Business Analysis), ACAMS or other relevant professional designations

Your education and experience
The position requires a bachelor’s degree in Finance, Accounting, computer science or a related discipline and a minimum of 5 years of experience in business analytics, financial crimes risk management, forensic accounting, audit or related field or an equivalent combination of education and experience may be considered.

  • Salaries are based on qualifications and experience and typically range from $80,300 to $94,400 (job grade 16)
  • Depending on performance, you may be eligible for performance pay for successfully meeting (5 to 7% of your base salary) or for exceeding expectations (10% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
