Job description: SunIRef:Event140 Job ID: 22204 Location: Central Office Full/Part Time: Full-Time Regular/Temporary: Regular POSITION DETAILS The Office for Risk, Audit and Compliance (RAC) is responsible for the planning, development and implementation of policies and initiatives related to University wide risk management, audit and compliance. In that capacity, the office reviews CUNY’s organizational business processes, evaluates the efficiency of risk management procedures that are currently in place, and works to protect against fraud and theft of the organization’s assets. RAC is also responsible for overseeing university-wide internal investigations, ethics issues and audit programs, and ensuring CUNY’s comprehensive compliance with laws, regulatory requirements, and policies and procedures. Working under RAC’s purview, the Deputy Director of Investigations (DDI) will report directly to the University Executive Director of Investigations (UEDI). The DDI is responsible for conducting University-wide and College-specific investigations, reviewing University-wide and College-specific audits, and managing the Investigations office to include administrative functions. Duties and responsibilities are to include, but are not limited to, the following: Managing a caseload of Investigations; Investigating allegations of misconduct, including violations of laws, regulations and university policies; Conducting investigations, that include interviewing witnesses and analyzing records and data; Collaborating on investigations with College and University-level offices; Drafting investigative reports that documents findings, evidence, conclusions and recommendations; Creating and maintaining indices/databases that track caseloads and individual records and evidence; Partnering on activities with University Internal Audit, Public Safety, Office of Human Resources Management, and other offices as appropriate; Participating in the chairing of ongoing investigations meetings, and working with the UEDI in the drafting, review, and revision of University policies and guidelines; Overseeing College responses to subpoenas and law enforcement requests for information/material; Available to travel across the five boroughs of New York City and work evening hours as needed; Performing related duties as assigned by the UEDI and the Vice Chancellor of Risk, Audit and Compliance. QUALIFICATIONS J.D. and five years related legal experience required. Membership in New York State Bar required. Preferred Qualifications: Law enforcement or related experience; Experience with investigative and/or forensic techniques and responding to allegations; Experience organizing, reviewing and analyzing large quantities of records and summarizing findings; Strong communication skills, both verbal and written, and the ability to interact with process-owners and management, faculty and staff across the University at a variety of levels and positions; Demonstrated skills using computer applications for data retrieval and analysis; Strong work ethic, character and personal integrity to work with the utmost professionalism, discretion, confidentiality, and diplomacy; Detail-oriented and accurate with exceptional critical analysis, research and evaluation skills, ability to be decisive, draw valid conclusions and solve problems; Work productively as an individual contributor and collaboratively as a team member in a confidential, time-sensitive and customer-responsive office; Strong organizational skills with ability to establish plans, manage a large and varied workload of assignments with conflicting priorities, follow up and complete work by prescribed deadlines. CUNY TITLE OVERVIEW Provides professional in-house legal advice, representation, and assistance on a wide variety of issues and participates in evaluating and developing University policy related to legal matters. Represents the University and its campuses at various types of internal and external meetings, negotiations, proceedings, and other activities Provides legal counsel and guidance to University and campus leadership Assists outside counsel and works as a team with other in-house and college attorneys Provides legal and policy analysis of issues and participates in developing and drafting policy May be assigned to one or more area of legal specialization as detailed below under Campus-Specific information May supervise non-attorney staff and/or student employees Performs other related duties, as assigned CUNY TITLE Higher Education Officer FLSA Exempt COMPENSATION AND BENEFITS Salary commensurate with education and experience, with expected salary range between $117,466 – $140,000.
