The Air Force Research Laboratory Contracting Directorate (AFRL/PK) seeks to fill a Deputy Chief of Contracting, DO-03 (GS-14 equivalent) position, located at Rome, NY

The Deputy provides primary assistance to the Chief of the Contracting Office in directing the planning and organization of the Division and serves as Supervisory Contract Specialist with Unlimited Warrant authority.

Located in Rome, New York, the Information Contracting Division (AFRL/RIK) supports a broad spectrum of activities including pioneering R&D technologies, state of the art equipment systems, prototypes, technical services, and all operational needs critical to the Directorate.

This job announcement will be accepting candidate submissions from 16 June 2021 to 30 June 2021.

Deputy Chief of Contracting Position Duties include, but are not limited to:

  • Exercises managerial authority to set long-range plans, goals, and objectives that integrate higher headquarters policies with local installation needs.
  • Establishes activities and procedures for the staff to result in efficient and effective accomplishment of the acquisition life cycle. Provides expert technical and business advice.
  • Responsible for conducting contracting management reviews to assess effectiveness and compliance with applicable rules, regulations, and practices; approving organizational and management changes to enhance overall contracting organization effectiveness in near and long-term and leading in the actual design of the acquisition approach to be used through broad exercise of the knowledge and innovative judgment.
  • Exercises supervisory personnel management responsibilities and directs, coordinates and oversees work through subordinate supervisors.
  • Serves as the Technical Directorate primary interface with the headquarters AFRL Center Senior Functional (CSF) in his/her respective areas of expertise, and executes all duties delegated in writing by the CSF.

Additional position information:

  • This is a supervisory position. If the selectee is being assigned to a supervisory position for the first time, then they will need to complete a series of required supervisory training courses and complete a one year supervisory probationary period. A second probationary period may be needed if the selectee has not previously served as a second level supervisor or previously served as a division chief.
  • The incumbent of this position will be required to file annual financial disclosures to ensure there are no conflicts of interest in the performance of these duties.
  • At present, the respective Divisions consists of civilian personnel, assigned to the Laboratory Demonstration Personnel Project (Lab Demo) and General Schedule pay schedule.
  • PCS Assistance is authorized.

Required Qualifications

  • Unlimited Contacting Officer Warrant
  • Specialized experience for the DO-02(GS-13) equivalent positions is exercising supervisory authorities and responsibilities that involves performing expert work assignments which includes administrative and personnel management functions. Experience should also involve developing and managing acquisition strategies and managing procurements; reviewing work of team members at various stages of completion that are compliant with regulations, policies and procedures. Executes guidelines that directly involves performance and expectations. Provides expert arrangement of trainings that are necessary for accomplishments of employees that involves directing and advising team assignments.
  • Applicants must possess or be eligible for a Secret clearance when applying for the RIK positions.
  • This position possesses APDP certification of Contracting, Level III. This is a Critical Acquisition Position. The selectee will have 24-months to meet APDP requirements or a waiver must be obtained. The selectee will be required to sign an agreement to remain in the Federal service on this position as part of the critical acquisition duties it performs. Applicants for these positions must list any acquisition certifications and status as an acquisition corps member in their resume.
  • A Bachelor’s degree from an accredited school

Desired Qualifications

  • Master’s Degree from an accredited school is highly desired.
  • Completion of appropropriate Professional Military Education (PME) for a senior leadership position.
  • Candidates for this position must list any Master’s or advanced education degrees and completion dates for Intermediate Developmental Education (IDE) or Senior Developmental Education (SDE) courses.
