Duties Description This position may be in-person, remote, or partially remote and partially in-person however this is subject to change.
- Within the Business Tax Bureau, Conduct and facilitate requirements gathering sessions to elicit requirements and establish business rules.
- Create and maintain process documentation, business rules, and additional specifications (including flow charts, process models, and technical specifications).
- Act as a liaison between business stakeholders, program development, testing staff, IT staff, and internal and external customers.
- Ensure stakeholders are aware of technical, policy, and procedural modifications associated with system enhancements.
- Identify training needs, based on system changes, and work with operational groups to plan, develop, coordinate, and deliver training.
- Review processes for performance issues, downtime, and inefficiencies.
- Analyze complex situations and provide appropriate, logical solutions.
- Identify, document, evaluate, and escalate issues and risks in a timely manner to management, including potential options for solution/resolution.
- Analyze root cause, solicit input for proposed solutions, document and present potential solution options, and prioritize goals to identify and implement improvement opportunities and enhancements.
- Evaluate solution design and performance against business goals and objectives.
- Assist in the developing and monitoring test plans. Evaluate test results for consistency with business and system requirements.
- Lead testing efforts and be responsible for the development of all the various test cases and conditions, the testing execution of these cases, tracking defects and their resolution.
- Manage and control the movement of code from development to test and from test to production.
- Monitor and report project progress and status.
- Manage unit workload, priorities, and progress, delegating where appropriate and according to skill level, to ensure that deadlines are achieved in a timely manner.
- Communicate verbally and in writing; in a clear, concise, and professional manner, with all levels of staff throughout the Department and other agencies, taxpayers and their representatives, internal and external customers, and with third party vendors.
- Collaborate with counterparts or organizations both inside and outside of the Department.
- Create oral and written reports and presentations for management.
