Current New York State employee with one year or more of permanent or contingent-permanent service as an Associate Accountant; OR current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Salary Grade 23 or above and eligible for transfer under Section 70.1* of the Civil Service Law.
*All candidates must have 24 semester credit hours in accounting, auditing, and/or taxation courses.

Duties Description
Duties may include, but not be limited to the following:
- Develop fiscal procedures, forms and allocation schedules for use by New York State Office for the Aging (OFA) staff and grantee/contractor staff. Procedures, forms, and allocation schedules include those needed for the administration of approximately 20 Federal and State funded programs; prepares internal procedures to assist staff in carrying out their duties.
- Supervise the review, evaluation and fiscal approval of Four Year Plans, Annual Updates, applications for funding and budget modifications. Also, supervise the review and approval of grantee claims.
- Supervise staff in the review and evaluation of grantee programs, sets standards for on-site reviews, analyze field visit reports and note problem areas, determine the appropriateness of proposed corrective actions and recommend changes as needed to insure the grantee meets established OFA and federal requirements. Provide grantees with advice and consultation on all phases of the grants process, particularly in the areas of accounting requirements and financial management practices and procedures.
- Oversee the provision of training to area agencies on aging (AAA) staff and the staff of other grantees in such areas as grant application and budget preparation, accounting requirements, subcontract monitoring, report preparation and payment processes.
- Provide ongoing direction and supervision as well as training to three Fiscal Teams. This task includes planning section work activities, preparation of monthly reports, holding section meetings and individual meetings, ongoing assignment of tasks, review of completed work, provision of training and technical assistance, periodic evaluation (e.g., probationary reports and performance evaluations as appropriate), staff development as well as the review and approval of leave requests and timesheets. Accompany each Fiscal Team on a minimum of one Fiscal Assessment visit per year.
- Perform various other tasks including the preparation of various reports including Financial Status Reports and correspondence to federal agencies on assigned Federal Programs/Model Projects; the maintenance of agency accounts through the performance of reconciliations and preparation of adjusting entries using the Statewide Financial System (SFS); and the logging, review, and follow-up of AAA audit reports.
- Function as a system administrator for the Grants Database.
- Travel may be required, some of which may be overnights.

Expected salary: $73284 – 92693 per year
