The Project
The Bank of Canada is embarking on a program of major social significance to design a contingent system for a central bank digital currency (CBDC), which can be thought of as a banknote, but in digital form. This project will require us to break new ground. It will take into consideration a wide variety of factors, including policy considerations, diverse stakeholder needs, difficult technical challenges and ensuring the development of a world-class user, inclusive, experience.

The Challenges
We aim to design a CBDC with cash-like properties in digital form:
- Universally accessible: Regardless of their circumstances, CBDC should be usable by all Canadians, even by those without a bank account or access to a cellular phone, in remote communities not well served by cellular networks, and/or those with sensory, motor and cognitive impairments.
- Resilient: CBDC should have extremely high availability and best in class Service Level Objectives (SLOs) such as Recovery Time Objective RTO and Recovery Point Objective RPO.
- Secure: CBDC must have the highest levels of security so Canadians can use it with confidence, as they do our banknotes.
- Private: While not aiming for cash-like anonymity, CBDC should be highly private yet meet the obligation to be compliant with anti-money laundering and other regulations.
We will design an architecture into which these properties are coherently embedded, with a potentially multi-decade evolving lifespan, supporting a business model designed to achieve CBDC policy goals.
What will you do
We are looking to fill two Assistant Director roles. One will be responsible for the system and business design team and the other will focus on leading the security, privacy and resilience team for this project. Both positions will be reporting to the Director, Fintech Research in the IT Services department, working closely with the Product Architect, your fellow Assistant Director and other team members.
You will use your experience to lead and organize a team of senior technologists, subject matter experts and project management staff towards the development of a contingent CBDC system. You will create clarity of purpose and direction for your team as well as ensure a healthy and empowering work climate by building the team`s capabilities, supporting their professional development, offering coaching and enabling them to optimize their contribution. You will be required to adapt quickly to changing priorities and demands in order to plan, organize and manage multiple activities concurrently within tight time frames and ensuring you can deliver on our commitments. You will guide and support the team through incremental organizational change as the project progresses through the various phases and be responsible for recruiting talented new team members as required.
Overall, you will have the opportunity to use your leadership skills, develop these further, and contribute to other exciting areas of the project.

Your education and experience
This position requires a bachelor`s degree in Computer Science, Engineering, Mathematics, Sciences or other relevant field with experience managing multiple and complex systems development projects as well as a minimum of 8 years of experience leading a team. An equivalent combination of education and experience may also be considered.
What you need to know
- Language requirement: English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.
- Priority will be given to Canadian citizens and permanent residents
- Security level required: Secret
- You will work remotely from any location within Canada while the Bank operates under mandatory telework. Flexibility for remote work for the duration of the term may be granted.

- Salaries are based on qualifications and experience and typically range from $108,100 to $135,000 (job grade 19)
- Depending on performance, you may be eligible for performance pay for successfully meeting (7 to 10% of your base salary) or for exceeding expectations (15% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
