Salary Grade: M0:08: $52.99 – $66.00 per hour(based on competencies and knowledge)
PURPOSE
The Director, Digital Clinical & Corporate Lead (Maternity Leave Replacement) is responsible for understanding, shaping, assessing, prioritizing, and communicating UHN-wide Clinical & Corporate portfolio technology needs with the broader Digital team, ensuring alignment of UHN Digital’s Multi-Year Strategic Roadmap with organizational priorities and objectives. The Director oversees and manages UHN’s Digital Demand Management (DDM) process, Multi-Year Strategic Roadmap planning and execution, and UHN Digital’s Annual Capital Roadmap development and monitoring, with a specific focus on Clinical & Corporate portfolios. The Director holds the primary relationship with executives from both Clinical & Corporate areas and Technology & Innovation (in consultation and partnership with other stakeholders such as Operations Directors, Project Managers and Privacy & Security), and ensures that a successful business outcome is the prime measure of success. This role is also responsible for supporting Digital reporting to UHN’s executive leadership, Board and Board sub-committees on a monthly to quarterly basis, providing updates on value delivery, key risks/issues, and future strategic directions.
KEY RESPONSIBILITIES
Primary Responsibility
- Accountable for oversight and management of Clinical & Corporate Digital demands received from UHN-wide groups, including but not limited to: facilitation of assessment, prioritization and implementation of demands (small- to large-scale in size and scope); identification and triaging of demands requiring executive governance input & decision-making; and executive-level communications and engagement
- Directly leads planning, development and execution of Digital’s Annual Capital Roadmap, with a specific focus on Clinical & Corporate portfolios, including but not limited to: intake and assessment of Clinical & Corporate portfolio demands requiring Digital capital investment; review and prioritization of Clinical & Corporate portfolio demands with appropriate UHN-wide governance groups and Technology & Innovation leaders to determine Must Do IT process improvement initiatives; shepherd and advocate for Clinical & Corporate priorities through appropriate approval channels (i.e., IT Executive Committee; Executive Leadership Forum, UHN Board Sub-Committees) as single point of contact with Digital; ongoing oversight to Clinical & Corporate portfolio capitally funded initiatives including changes in scope, budget, & implementation timelines resulting in shifts to broader Digital Capital Plan and/or priorities; and conduct financial health checks with Digital Finance of Clinical & Corporate portfolio capitally funded initiatives to validate financial forecasts are in alignment with approved Digital Capital budgets
- Leads collation, planning, development and execution of Digital’s Multi-Year Strategic Roadmap, with a specific focus on Clinical & Corporate portfolios, including but not limited to: identification, assessment and prioritization of net new strategic priorities; ongoing review and monitoring of initiatives in-flight, planned or deferred to support value delivery; definition of governance pathways, communication strategies, and risk assessment plans.
Stakeholder Management
- Builds and sustains the day-to-day relationships and communications with business partners at various levels of the organization, including Technology & Innovation leadership, EVPs, VPs, ED/SD level, as well as other internal and external resources. Sustains and manages the relationship with the Accountable Executive throughout the duration of an initiative by providing sound thought leadership, advice, counsel and support.
- Provides Accountable Executive with continued insight in the viability of a business case (e.g. costs, benefits, KPIs) as an initiative progresses.
- Provides effective challenge to business unit owners on viability of benefits in order to ensure the demand is formulated with the highest likelihood of achieving the business vision and strategy.
- Management authority responsible for sequencing and prioritizing of broad portfolio of projects and programs in alignment with the strategic Digital Roadmap.
- Facilitates communication between multiple stakeholders efficiently and effectively.
- Directs, manages, and coordinates team members for multiple projects including other project managers, business and technology resources, user groups, internal and external consultants and contractors, as well as vendors and external regulatory organizations.
Risk Management
- Ensures issues and risks are identified, quantified, managed and tracked.
- Ensures processes for managing issues and risks across the team and associated projects, including escalation processes, are established and followed.
- Facilitates resolution of core issues between multiple executive stakeholders where required.
- Ensures monitoring and control is effectively implemented and controls subsidiary sections and teams, including cross impacts between resources.
Manages all Aspects of Human Resource Management
- Hires, promotes, disciplines and terminates staff, as required.
- Manages employee relations issues, promoting a teamwork environment where staff from diverse multilingual and multicultural backgrounds can interact productively and efficiently.
- Identifies employee issues/concerns; ensures matters are resolved in a fair manner.
- Develops, implements and communicates performance measures; conducts regular performance appraisals of direct reports, providing ongoing coaching and feedback.
- Promotes and facilitates opportunities for the professional growth/development of staff, approving training/development programs that improve performance.
- Collaborates with Human Resources to develop up-to-date job documentation.
- Approves vacation and resolves scheduling issues.
- Ensures staff documentation/record-keeping is complete and up-to-date.
Performs Planning Responsibilities
- Develops, implements, manages and reviews short and long-term plans which are in alignment with UHN’s goals and strategies.
- Prepares appropriate business plan documents in support of short- and long-term planning initiatives.
- Develops staff utilization plans to ensure adequate level/mix of human resources to execute plans and achieve required outcomes.
- Monitors progress towards the achievement of goals at regular intervals and takes action, as required.
- Develops and implements day-to-day operating policies, systems and procedures to contribute to organizational effectiveness.
Performs Quality Management Responsibilities
- Manages the development, implementation, evaluation and maintenance of quality improvement initiatives which are in alignment with established UHN standards.
- Monitors quality improvement outcomes on a regular basis; develops action plans to address identified issues.
- Coaches staff to ensure that continuous quality improvement initiatives are incorporated into day-to-day activities.
- Supports organizational strategies and initiatives (e.g., patient safety).
Manages and Monitors Financial Resources
- Develops Clinical & Corporate portfolio annual capital funding allocations for the utilization of resources.
- Approves expenditures within signing authority limits.
- Analyzes financial/statistical reports on a regular basis; monitors, analyzes and reconciles variances from approved plan; takes remedial action to attain budgeted targets.
- Prepares and presents financial reports, as required.
Performs Corporate Management Responsibilities that Support and Advance UHN’s Goals
- Contributes to corporate efforts and initiatives, as appropriate, to enhance UHN’s mission, values and goals.
- Represents the Digital Clinical & Corporate portfolios internally on UHN committees and as required, in the external community at conferences, workshops, etc.
Performs Cross-Functional and/or Other Duties Consistent with the Job Classification, as Assigned or Requested
- Support Digital reporting to UHN’s executive leadership, Board and Board sub-committees on a monthly to quarterly basis, providing updates on value delivery, key risks/issues, and future strategic directions.
- Works in compliance of the Occupational Health & Safety Act and its regulations, reporting hazards, deficiencies and contravention’s of the Act, in a timely manner.
EDUCATION:
- At minimum, completion of a bachelors degree in Health Sciences, Health Care Informatics, or recognized equivalent required.
- Completion of a masters degree in health or business administration preferred.
EXPERIENCE:
- At minimum, 8 years of practical and related experience, and/or 2 years on-the-job training required.
- Possesses advanced knowledge and 8+ years of experience in managing multiple teams involved in large-scale, high risk IT projects and/or programs of significant complexity and value ($10-$20M)
- Significant experiences in technology, specifically health care or government related
- Current knowledge on emerging technology trends in health care
- Strong communication skills interacting with technical development and infrastructure teams
- Excellent relationship management and consulting skills
- Able quickly earn trust of the sponsors and key stakeholders
- Experience mobilizing and motivating teams, set direction and approach, resolve conflict, deliver tough messages with grace, and execute with limited information and ambiguity
- Expert experience in change leadership and change management skills
- Experience in risk management skills
- Experience in balancing multiple perspectives, effective at all levels up to senior executive
- Sound business and technical acumen
- Demonstrated agility in learning and ability to quickly be comfortable with unfamiliar businesses areas or technologies
- Ability to connect resources to broader organizational goals and understand the key performance drivers of business partners
- Expert presentation, written and verbal communication skills which bring clarity and precision at senior executive levels
