Job description: Minimum Qualifications The selected candidate must be eligible for transfer or reachable on the appropriate exam for this title in accordance with the provisions of Civil Service Law, Rules and Regulations.
This position may be filled as a two-year traineeship.
Duties Description This position may be in-person, remote, or partially remote and partially in-person however this is subject to change.
- Within the Registrations Accounting and Support Bureau, Business Systems Analyst 1’s will Perform moderately complex legal and technical research and analysis relative to new legislation, interpretation of tax laws, change requests, system issues, and tax form changes to draw conclusions using sound judgment and make quality decisions and recommendations.
- Conduct requirements gathering sessions to establish business rules; document new and changed business rules and user requirements; performs analysis of requirements; and monitor system performance by reviewing reports to determine modifications/enhancements needed.
- Work with employees at all levels and perform analysis of taxpayer reported issues, system issues or limitations, and recommend solutions to resolve the issue.
- Participate in a range of test activities from preparing test documents and conditions, executing test conditions to validate the effective of business rules, reporting test results, analyzing defects, and recommending solutions.
- Perform post implementation reviews to ensure system requirements have been met.
- Identify, evaluate, and escalate issues and risks, in a timely manner, to the supervisor along with potential solution options.
- Demonstrates acceptable knowledge and skill in the use of prescribed software, department systems, defect tracking, and other tools to effectively complete assignments.
- Manage unit workload, priorities, and progress, delegating where appropriate and according to skill level, to ensure that deadlines are achieved in a timely manner.
- Use tools to track and complete assignments effectively such as work plans, office software, defect tracking, databases, and reporting tools.
- Communicate verbally and in writing; in a clear, concise, and professional manner, with all levels of staff throughout the Department and other agencies, taxpayers and their representatives, internal and external customers, and with third party vendors.
- Collaborate with counterparts or organizations both inside and outside of the Department.
- Create oral and written reports and presentations for management.
