Duties Description This position may be in-person, remote, or partially remote and partially in-person however this is subject to change.
Within Returns Processing Services Support the incumbent will manage System Enhancements and Annual Cycle vendor development and testing within the Returns Processing Support Group for the tax processing operations. The system uses TMS software and Eflow software for processing tax returns in the Return Processing Center The incumbent will lead the testing group and will interface with the external vendor for all testing related issues.
This person will manage and lead grade 18 and grade 14 staff that are responsible to test all system changes. More specifically this person will:

  • Work with the Tax Program Development groups and the Personal Income Tax Returns Processing Center Support group to understand their requested annual, quarterly, or ad-hoc changes. Analyze and fully understand the changes and determine the requirements necessary to be coded by the application vendor and to be tested by the testing group. Lead the testing effort working with the application vendor and the Returns Processing Center Support group to track and test the changes to the application process, forms, data fields and reports.
  • Work with the Operation group and the Personal Income Tax Returns Processing Center Support group to understand any changes or enhancements requested to the data capture process and to the fields or a return. Analyze and fully understand the changes and determine the requirements necessary to be coded by the application vendor and to be tested by the testing group. Lead the testing effort working with the application vendor and the Personal Income Tax Returns Processing Center Support group to track and test the changes to the application process, forms, data fields and reports.
  • Manage and lead the testing and be responsible for the development of all the various test cases and conditions, the testing execution of these cases, tracking defects and their resolution. The testing can include the entire system, from scanning thru data capture and the XML output to Empire or can be focused on one area of the workflow. The person is responsible to track the testing progress in detail, the integrity of the testing effort, and be able to provide status reports to management on the testing results by tax form and by defect fixes. Also responsible for determining the need for regression testing where appropriate and the tracking and status reporting of this testing.
  • Provide guidance to the members of the testing team on all aspects of the testing tasks, including test case development, test case documentation, test execution, and defect analysis.
  • Work with the PIT RETURNS PROCESSING CENTER Support Group to facilitate the movement of code from development to test and test to production including version control otherwise known as code migration.
  • Work with the Personal Income Tax Returns Processing Center Support team assisting with the documentation of the application system and the changes made on an ongoing basis.
  • Work with the Personal Income Tax Returns Processing Center Support team that manages the 2D testing with the Tax Software vendors to test their 2D implementations before they get approval to distribute the software. This includes providing the testing cases and scenarios to the vendors, performing the testing of the submissions, and tracking the test results for the approval process
  • Data analysis utilizing reports that the application system provides.
  • Manage the reporting of testing defects to the software vendor and the tracking of the responses from the vendor. Defect analysis by analyzing the defect by researching and working with the software vendor to determine root cause of errors.
  • Job is hands on, while there is management of staff for all the above tasks listed, there is the expectation that the person in this job will participate actively in all the tasks outlined above.
