Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this Manager, Information Technology Services 1. Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-25 or higher eligible to transfer under Section 52.6 of the Civil Service Law. PREFERRED QUALFICATIONS:

Preference may be given to candidates who have:

  • Experience designing and developing responsive design websites;
  • Experience building websites meeting WCAG 2.0 Level AA Requirements;
  • Experience writing Java web services;
  • Experience using Jenkins;
  • Experience using Gradle or Maven;
  • Experience as the lead developer of multiple Java applications;
  • Experience implementing Continuous Integration; and
  • Experience using Git Version Control.

Duties Description The New York State Education Department’s (NYSED) is seeking candidates for a Manager, Information Technology Services 1 in the Office of Information Technology Services (ITS). The incumbent of this position will manage the teams responsible for the implementation and support of a multitude of Java web applications which support multiple mission critical program areas. The incumbent of this position will also be responsible for assisting with moving applications into the continuous integration environment and modern code repositories. Duties of this position include, but are not limited to, the following:

  • Perform technical design for Java applications and web services;
  • Streamline the technical intake and tracking of improvements, requested features, and bugs for all associated programs;
  • Implement the best practices set forth by NYSED Enterprise Architecture in Java and other web-based systems;
  • Ensure all modern applications are leveraging Git for version control and using the standard NYSED development workflow;
  • Oversee the development, testing, and implementation of any features written related to the Java applications within the units responsibilities;
  • Oversee the promotion of functional work units to promote shared skills across systems;
  • Produce and perform system integration tests;
  • Ensure all code has written integration and unit tests, and all code written by developers and subordinates have been reviewed and tested thoroughly;
  • Oversee the regular updates of all services, modules and third-party libraries;
  • Oversee release management of application releases;
  • Provide regular status updates to supervisors and NYSED program office; and
  • Supervise, mentor, and build technical skill sets of subordinate staff.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.   • Leads to a maximum salary of $111,316 based on annual performance advances.
