Job description: Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent permanent competitive service as a Hospital Nursing Services Consultant, G22, or Community Nuring Services Consultant Home Health Services, G22 and eligible for transfer under Section 70.1 of the Civil Service Law OR Current NYS employee with one year of permanent or contingent permanent competitive service in a title G20 or higher and meeting the open competitve minimum qualifications listed below.
Open Competitive Minimum Qualifications: Currently licensed and registered as a professional nurse in NYS; AND a minimum of five years of post-licensure health care, public health, community health, or other nursing experience in an appropriate facility setting. Three years of this experience must have been providing direct patient care in a licensed health care facility, and two years of this experience must have been in nursing supervision or working in the capacity of a nurse administrator. Preferred Qualifications: At least 4 years working in the home care industry as a Registered Nurse; Familiarity with the state and federal laws and regulations governing Home Care and Hospice agencies. Excellent written, verbal and critical thinking skills. Proficiency working with the MS Suite of Products including MS Word, Excel, SharePoint and Access databases.
Duties Description The Grade 22 nurse will be assigned to the Division of Home and Community Based Services, Central Office team to assist with clinical policy making, surveillance questions and the review of the Division’s clinical policies and procedures under the direction of the Division Director and team of qualified staff assigned to quality assurance and improvement activities. Specifically, the Grade 22 nurse will assist Division leadership to Plan, develop and prioritize the surveillance program activities for the division; evaluate and provide consultation to regional offices in enforcement actions; identify the policy and other work products needed for guidance to the field; work with other units, programs, bureaus, divisions and agencies to align public health policies related to home and community-based services; evaluate program effectiveness to ensure continuous compliance with State and federal regulations and determine policies and procedures needed for the division as well as training for surveyors.

Expected salary: $69603 – 88124 per year
