What you will do
Reporting to the Director, Cyber Strategy and Partnerships, this role will work closely with the Senior Project Specialist, Resiliency of the Wholesale Payments System (RWPS) in order to execute on the deliverables of the RWPS program on behalf of the Bank. This role will provide direct support both to the Bank of Canada for operation of the RWPS program as well as work directly to support our external partners to deliver on the objectives and outcomes of the RWPS workstreams.
As a Senior Business Analyst, your responsibilities include:
- actively participate in program meetings and workshops with Canada’s largest banks and payment system participants.
- support the Program Delivery Office (PDO) through hands-on analysis and development of project management artifacts such as project plans, action logs, risk/issue logs, change requests, and status reports.
- create, maintain, and lead the development of PDO project management artifacts as-required.
- coordinate and lead PDO-led meetings and touchpoints with program workstreams and program participants.
- build and grow personal knowledge and expertise in the wholesale payments system
- prepare and deliver presentations and status reports to program management and external stakeholders.
- identify and engage Bank resources that are required to meet program requirements.
- develop and maintain effective and collaborative relationships with stakeholders and business partners.
- support the development of project plans and deliverables, as-required.
What you need to succeed
- experience in project environments and knowledge of project life-cycle management
- experience in business analysis roles
- strong business acumen, including the ability to translate business needs into solutions.
- excellent verbal and written communication skills in English, particularly in writing clear, concise documents
- excellent interpersonal skills to interact with clients and team members
- ability to work independently and collaboratively to achieve business results
- ability to manage multiple responsibilities concurrently
Nice-to-have
- International Institute of Business Analysis (IIBA) Certified Business Analysis Professional (CBAP) designation or PMI-BA
- project management experience
- experience and knowledge of the wholesale payment system or Canada’s financial system
Your education and experience
The position requires a university degree in a relevant field of study (e.g. computer science, business administration, cyber security) and five years of experience in a business systems analyst role for IT technology, or financial system implementation projects or an equivalent combination of education and experience may be considered.
What you need to know
- Language requirement: English and French essential (bilingual) with a minimum starting level of intermediate (level 3) in second official language. Training may be provided to help reach the required level of functional (level 4) in second official language.
- Priority will be given to Canadian citizens and permanent residents
- Security level required: Secret
- You will work remotely from any location within Canada while the Bank operates under mandatory telework. Flexibility for remote work for the duration of the term may be granted.

- Salaries are based on qualifications and experience and typically range from $85,100 to $106,400 (job grade 17)
- Depending on performance, you may be eligible for performance pay for successfully meeting (7 to 10% of your base salary) or for exceeding expectations (15% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
