Normal hours of work will not commence earlier than 8:00am, nor end later than 10:00pm, Monday through Sunday (Weekend work may be required). The shifts are 8 hours and 10.5 hours in length.

Position Purpose

Reporting to the Manager, COVID Response the Public Health Pharmacist is responsible for: ensuring safe, effective and accurate distribution of publicly funded vaccines and medications, investigations of adverse storage conditions, in accordance with all Ministry of Health and Long-Term Care (MOHLTC) standards, protocols, guidelines and objectives; helping support York Region Public Health community immunization clinics through accurate and timely vaccine dispensing and/or immunizing; acting as a vaccine content expert, mentor and resource; adherence to established policies, procedures, guidelines, protocols and industry standards of practice and ensuring a safe working environment.

Major Responsibilities

  • Able to aseptically withdraw and administer vaccines.
  • Supports the Manager to ensure oversight of functions of the entire distribution process of publicly funded vaccines to ensure vaccine pharmaceutical integrity and client safety, including review and audit of vaccine orders prepared by Registered Pharmacy Technicians (RPhTs) and other staff.
  • Develops draft formulations and required labeling for the product batching of multi-dose vials of vaccines.
  • Provides clinical recommendations regarding appropriate vaccine dosing schedules and any inquiries from external and internal clients (including Public Health staff, manager, the IDCD director and/or (A)MOH.
  • Ensures distribution of vaccines for York Region Public Health community immunization clinics and from the central distribution centre (vaccine depot) occurs in a timely manner utilizing the Public Health Branch, IDCD, Vaccine Inventory program refrigerated van and/or personal vehicle and returned vaccines are immediately verified and reintegrated back into stock for redistribution, as appropriate.
  • Ensures all wasted vaccines are accounted for, processed and returned in a timely manner and in accordance with policies, procedures, guidelines and protocols.
  • Coordinates vaccine recall activities ensuring advisories to external health care providers are disseminated in a timely manner, identifies vaccines distributed internally and ensures recalled vaccines are processed in accordance with established policies, procedures, guidelines and protocols.
  • Collaborates with external and internal clients to optimize and ensure safe, high quality vaccine and medication management and to determine clinical, technical, educational, and/or research-related needs for staff and key stakeholders to ensure correct dosage, liaising with healthcare providers regarding required vaccine storage and handling practices, support Public Health Branch staff in being trained and knowledgeable in vaccine storage and handling practices.
  • Liaises with Vaccine Inventory program’s external and internal clients regarding availability of publicly funded vaccines and medications, changes in formulation, administration, product packaging and dosing , options for substitution, as well as other issues regarding vaccine and medication related internal policies and procedures and MOHLTC standards, guidelines, protocols etc.
  • Supports reporting of the MOHLTC Accountability Agreement Performance Indicators relating to vaccine wastage.
  • Identifies, develops, implements and evaluates opportunities to improve current vaccine storage, handling, distribution and transportation practices, adverse storage condition (ASC) investigations and other relevant issues using innovative and transformative solutions.
  • Trains, educates and supports Public Health Branch staff regarding vaccine storage, handling, and distribution best practices to improve and implement continuous quality improvement measures.
  • Investigates and documents ASC of publicly funded vaccines that occur within York Region.
  • Understands in detail, product monographs of every publicly funded vaccine product and other pharmaceuticals used or distributed by public health including Ministry directives, to ensure adherence to required storage and handling practices.
  • Provides accurate, current information regarding publicly funded vaccines and medications to physicians, pharmacists, service providers and others, as required.
  • Performs other duties as assigned, in accordance with Public Health Branch and Community and Health Services Department objectives.

Qualifications

  • Successful completion of a University Degree with a Bachelor of Science or Doctorate in Pharmacy or equivalent.
  • Successful completion of an Ontario College of Pharmacists approved course for pharmacist injection training and registered in “Find a Pharmacy or Pharmacy Professional”.
  • Active registration with good standing with the Ontario College of Pharmacists.
  • Holds a Certificate of Competency from the Pharmacy Examination Board of Canada.
  • Holds a valid certification in CPR and First Aid (the equivalent of St. John Ambulance or Red Cross Standard First Aid & CPR/AED (Level C))
  • Minimum three (3) years experience in drug inventory management, adverse storage conditions investigations and development of processes, policies and procedures in a pharmaceutical environment.
  • Sound knowledge of publicly funded vaccines, other pharmaceuticals distributed by public health and the Ontario Immunization Schedule.
  • Understanding and knowledge of the clinical use, safety and distribution activities associated with publicly funded medications/vaccines.
  • Knowledge and demonstrated ability in corporate core competencies including customer focus, communication, collaboration and personal ownership.
  • Valid Ontario Class “G” driver’s license free of serious offences under the Highway Traffic Act.
