DISTINGUISHING FEATURES OF THE CLASS
A Chief Microcomputer Technical Support Specialist assists the Network Manager in administering a program for the design, development and implementation of computer applications and local area network operating systems; oversees the development, support, and implementation of Local Area Networks (LAN) and their related operating systems; supervises the installation, customization and maintenance of approved vendor supplied software for Local Area Network operations; coordinates operations with the Senior LAN and WAN specialists to maintain optimal network performance; formulates and prepares LAN System documentation; studies and evaluates new methods and procedures to determine the adaptability to LAN/WAN technology; develops training plan for technicians and specialists in the efficient use of computer hardware, network management tools, and LAN/WAN technology; provides direction and support for all subordinate staff assigned to the area of responsibility; addresses staffing issues including recruitment, interviewing staff and makes hiring recommendations; administers employee performance reviews as required; maintains employee scheduling to assign the proper qualified staff for customer needs as requested; ensures proper tracking and recording of services provided for accurate billing purposes.
TYPICAL WORK ACTIVITIES
- General and Technical:
- Maintains a working knowledge of all technical aspects of the assigned area of responsibility.
- Keeps abreast of new technology developments, relevant industry trends and state and federal regulations within area of responsibility and serves as the district’s subject matter expert.
- Provides direction and support for technicians, specialists and senior specialists in area of responsibility. Provide support remotely from Network Operations Center (NOC) as much as possible to gain support efficiencies.
- Coordinate the definition, design, and engineering of district-wide networked systems and related operating systems.
- Supervises the installation, customization, and maintenance of approved vendor supplied software for LAN applications.
- Analyzes existing and developing technologies and recommends changes to internal procedures to ensure optimal performance of systems.
- Provides oversight of the diagnostics, resolution, and/or replacement of faulty hardware and software, including Ethernet cabling and patch cables.
- Provides oversight of the installation of patches, version upgrades, etc. and applications testing following upgrade/change events.
- Provides oversight of system traces and packet captures for analysis to determine resolution of system errors.
- Research and coordinates the documentation and implementation of best practices for services.
- Presents analyses to management to guide decisions and/or make informed service adjustments in regard to the strategic direction of services and technology.
- Coordinates resources to conduct research and development projects. Guides approved prototype and beta test projects.
- Administers and monitors the help desk problem management ticket system and analyze trends.
- Monitors and provides support of all hardware and software operations to strive for 100% resolution with the first contact.
- Acts as project owner/manager for projects within area. Ensures that projects are compliant with established project management processes, and sets task priorities, schedules and monitors timelines.
- Ensures staff is following BPS Network and Security access protocols.
- Provides oversight of ongoing operations of network security, automated log analysis and audit compliance systems.
- Conducts risk analysis for specialty area to identify points of vulnerability and recommend security infiltration analysis.
- Coordinate integration with other areas to assure disaster recovery/business continuity planning and implementation for all technical areas assigned.
- Team Interactions and Staffing:
- Ensures staff recognizes internal BPS departments as their customers.
- Ensures that the area of responsibility has appropriate representation on BPS projects and operations as needed.
- Promotes good customer relations with the schools.
- Supports employee performance by administering performance reviews regularly.
- Addresses poor performance issues in a timely manner.
- Addresses staffing requirements including recruiting, interviewing and hiring recommendations when necessary.
- Regularly reviews duty statements of assigned positions and updates them as needed.
- Interacts with BPS instructional and facilities consultants such as architects, engineers and contractors for district systems coordination and implementation.
- Ensures staff is properly trained for specific areas of responsibility and tools are available to allow for remote (and proactive) support.
- Budget:
- Assists with the management of budget for area(s) of responsibility and addresses all related purchases, maintenance agreements, contracts, etc. associated with the area of responsibility.
- Communicate with district administration regarding any issues along with IT management.
- Coordinates proper tracking and recording of services provided or billing purposes.
- Participates in the preparation of RFP documents and system acquisition as necessary.
- Other:
- Other duties as assigned.
- Technologies included, but not limited to:
- Network, Server and Desktop scope: Approximately 70 buildings, 380 data closets, 1,200 network switches, 3,000 wireless AP (one per classroom), 50,000 category 5e network drops, 2 data centers, hundreds of servers, and 15,000 devices.
- Networking technologies: Network switches, wireless access points and controllers, Internet access, Wide Area Network connections, load balancers, firewalls, content filter, network and system monitoring tools, network wiring, telecommunications, VoIP, unified messaging, unified communications and collaboration and video conference equipment, desktop, tablet and server OS’s, including Microsoft core network and server products, and Apple OS’s, MS Active Directory, Open Directory, LDAP, DNS, DHCP, SCCM, Identity and access management tools, Mobile Device Management (MDM), Antivirus, cloud platforms, e-mail, instant messaging, spam filtering and email archive, MS Office productivity tools Excel, Word, Visio, Project and Access.
FULL PERFORMANCE KNOWLEDGE, SKILLS AND ABILITIES AND PERSONAL CHARACTERISTICS
- Expert knowledge of computer, smart phone, server and network hardware, software, and peripheral equipment;
- Expert knowledge of IT System capabilities and limitations and application of same;
- Expert knowledge of quality monitoring tools and applications;
- Ability to analyze center reporting tools and applications;
- Ability to operate a personal computer and smart phone, and utilize common office software programs;

MINIMUM QUALIFICATIONS
PROMOTIONAL QUALIFICATIONS:
Continuous and permanent status in the Board of Education as a Senior Microcomputer Technical Support Specialist for one year.
OPEN COMPETITIVE QUALIFICATIONS: * Graduation from a regionally accredited or New York State registered four year college or university with a Bachelor’s Degree and five years of experience in data processing which included at least one year of experience in programming and/or maintenance of vendor supplied operating software and one year of experience in the installation and maintenance of LAN operating systems; or:
- Graduation from a regionally accredited or New York State registered two or four year college or university with an Associate’s Degree in Data Processing, Computer Science, Business Administration or related field and seven years of experience in data processing which included at least one year of experience in programming and/or maintenance of vendor supplied operating software, and one year of experience in the installation and maintenance of LAN operating systems; or:
- Graduation from a high school or possession of a high school equivalency diploma and nine years of experience in data processing which included at least one year of experience in programming and/or maintenance of vendor supplied operating software, and one year of experience in the installation and maintenance of LAN operating systems; or:
- An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).
NOTE: – Verifiable part-time experience will be pro-rated to meet full-time experience requirement.
