Job description: Minimum Qualifications This position is open to NYS employees with one year of permanent, competitive service as an Information Technology Specialist 3, SG-23, or to those deemed eligible for transfer under Section 52.6 of the Civil Service Law. Candidates reachable on the eligible list will be considered through canvas and need not apply.
Candidates must have a bachelor’s degree AND three years of information technology experience, including two years of website development and information security experience. Appropriate website development and information security experience may substitute for the bachelor’s degree on a year-for-year basis; an associate’s degree requires an additional two years of information technology, website development and information security experience. Experience solely in website development and information security substitute for the general information technology experience.
The ideal candidate for this position will possess a recognized industry certification, such as CISSP, CEH, GIAC, Security+, OSCP, or similar. Experience with adaptive or accessibility tools, as well as, Microsoft development technologies including ASP.NET MVC C#, Team Foundation Server and SQL Server, with an Internet front-end using JQuery and Bootstrap.
Duties Description This position is for employment with the Secure Elections Center (SEC) of the New York State Board of Elections (SBOE) in Albany, NY. The State Board of Elections works with, but is independent from, the NYS Office of IT Services. As Website Secure Access Manager, reporting directly to the Manager of Application Development, you will monitor website and web applications for security and accessibility issues and oversee updating website content and web-based applications to meet security and accessibility standards. Responsibilities include working with other business and technical staff to educate on, and ensure adherence to, current security and accessibility standards.
Duties of this position include, but are not limited to, the following:
- Monitor the SBOE website and web applications for proper functioning, accessibility, and security issues;
- Maintain and enhance existing applications; effectively diagnose issues and provide resolutions;
- Manage posting of website content as instructed by the Director or Deputy Director of Public Information;
- Ensure all content meets accessibility guidelines before posting to public websites and oversee resolution of issues as needed;
- Work closely with the agency Website Access Coordinator on accessibility compliance issues and reporting;
- Work with SEC staff to review ongoing security scanning results, prioritizing and resolving any issues identified;
- Work with SEC staff to perform security reviews of all new web content;
- Work with application development staff to ensure secure coding techniques are utilized;
- Work with application development staff to coordinate code scanning and defect resolution;
- Work with application, database, infrastructure and security teams to diagnosis and resolve any website performance issues;
- Monitor published communications regarding threats and potential vulnerabilities as they relate to the SBOE environment;
- Document security and accessibility issues and determine how they should be resolved based on best practices;
- Develop best practices that enable the business while adhering to security and accessibility requirements;
- Function as a resource on information security and accessibility to SBOE business and technical staff;
- Stay up-to-date on information technology security and accessibility standards;
