Summary

About the Position: The incumbent serves as the full time Deputy for Small Business (Procurement Analyst) for two moderate to large, robust engineer districts. Responsible and accountable for the leadership, direction, and supervision of the District’s Small, Small Disadvantaged, Historically Black Colleges and Universities and Minority Institutions, Historically Underutilized Business Zone Businesses, Small Service Disabled Veteran Owned, and Small Women Owned Business programs.

Responsibilities

  • Apply pre-award and post award contracting policies and procedures to conduct reviews of a full range contracts, contracting plans and contract changes.
  • Advise and assist command staff and other personnel on the Federal Acquisition Regulation (FAR) and its supplements.
  • Prepare written guidance and decisions to explain and defend decisions to contracting personnel, contractors, or higher level reviewing officials.
  • Apply commercial business and industrial practices related to items procured sufficient to analyze cost breakdowns and contract proposals.
  • Analyze the requirements of contract law, Federal, Defense and Army Acquisition Regulations and other procedural and regulatory guidance to ensure reporting requirements are in compliance.
  • Negotiate prices and terms to establish an agreement that is in the best interest of the Government.
  • Maintain an outreach program, including participation in high-level conferences and regional interagency small business councils designed to identify potential sources. Make formal and informal presentations.
  • Provide expert advice on all matters related to the Small Business program and on the feasibility and impact of Small Business plans, policies, and decisions.
  • Analyzes the acquisition forecast and develops a plan of action recommending an aggressive small business program each fiscal year geared toward high goal achievement.
  • Prepares statistical and narrative reports and trend analyses on the Small Business Program objectives and achievements.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This is an Army Acquisition, Technology, and Logistics Workforce position. Must meet the DoDI 5000.66 requirements applicable to the duties of the positions.
  • Must be able to complete Defense Acquisition University (DAU) Small Business Program course: Introduction to Small Business Programs, Part A (SBP 101) required.
  • Must be able to complete Defense Acquisition University (DAU) Small Business Program course: Introduction to Small Business Programs Part B (SBP 102) within 12 months of appointment.
  • Defense Acquisition Workforce Improvement Act (DAWIA) Contracting Level II certification required.

Basic Requirement for Procurement Analyst:

Degree: Bachelor’s degree (or higher degree) from an accredited educational institution.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below

Specialized Experience: One year of specialized experience which includes serving as an advisor on small business policy and impact of small business plans, policies, and decisions; develop policy and interpret guidance relating to Small Business; develop and recommend acquisition planning as it pertains to small business program rules and regulations; application and knowledge of contracting processes, policies and procedures; utilize contracting data systems and procurement analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
