The Manager, Election Services (Digital & Voting Technology), under the direction of the Director, Election Services (Digital & Policy), will manage all aspects of the municipal election and by-elections, including referenda, recounts and contract elections, on behalf of the City Clerk, City Council, four (4) School Boards and the Minister of Municipal Affairs and Housing. As a member of the Senior Elections Management Team, the Manager is expected to initiate, plan and manage complex multi-disciplinary activities, projects and execution of the election including, but not limited to: election management, project management, public engagement, candidate services, voting infrastructure, technology and human resources.

Major Responsibilities:

For the general elections and by-elections, including referenda, recounts and contract elections, the Manager ensures a state of continuous election readiness and will support all aspects of the election project planning and delivery, including, but not limited to:

  • Advises and supports the Director, Election Services, (Digital & Policy) by developing the Toronto Elections’ strategic direction for the effective delivery of the City’s and School Board’s elections, including referenda, recounts and contract elections.
  • Establishes short and long-term goals and objectives that are aligned with the Clerk’s statutory obligations and the strategic planning initiatives of the City.
  • Provides sound recommendations for Toronto Elections’ annual operating and capital budget and ensures that the expenditures are controlled and maintained within approved budget limitations.
  • Develops and implements project control systems, procurement oversight, cost evaluation methodologies, and performance evaluation criteria, in accordance with approved corporate polices and guidelines.
  • Researches and recommends electoral models and systems that continue to respond to political, legal, judicial and intergovernmental events affecting the City’s electoral processes.
  • Provides professional and strategic advice, often on complex and contentious matters, including innovative solutions for key issues and strategies.
  • Manages key electoral functions including preparing for and conducting elections, by- elections, referenda, recounts and contract elections, including but not limited to: election management, project management, public engagement, candidate services, voting infrastructure, technology and human resources.
  • Ensures that all assigned staff have a thorough understanding of the vision, mission and strategic directions of the City Clerk’s Office and its services, the role of the City Clerk under the Municipal Elections Act, 1996, and on the unique qualities and responsibilities for working in a political environment with Elected Officials and various stakeholders.
  • Identifies, develops and implements business processes, policies and programs that strengthen the City’s electoral processes and are necessary or desirable for conducting an election that is compliant with municipal election law. Ensures the openness and transparency of the City’s democratic processes by making processes and documents accessible in accordance with standards established in the Accessibility for Ontarians with Disabilities Act.
  • Develops, manages and implements detailed project plans and recommends policies regarding program specific requirements to the Senior Elections Management Team including the overall scheduling of projects and reports on the status of all subprojects. Monitors timelines, resources and deliverables and produces various management reports. Optimizes resources while strengthening communication across the team, identifies and resolves risks, gaps, conflicts and overlaps. Follows proper escalation protocol in order to reach a resolution.
  • Manages, motivates and trains staff by providing direction and guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided by Toronto Elections. Ensures effective teamwork, high standards of work quality and staff performance, continuous learning and encourages innovation in others. Evaluates the performance of assigned staff on an ongoing basis, ensuring work plan objectives and goals are met and directs appropriate corrective action.
  • Manages the day to day operation of all assigned staff including scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
  • Manages the deployment of voting technology and election administration system solutions or changes. Deployment activities include, but are not limited to: verifying business approval and readiness to Go Live; coordinating the preparation of training materials and environments to support technical training prior to deployment; planning, coordinating and preparing environments; managing release of the application solution into the environments; verifying the successful Go Live deployment; managing the provision of post-implementation support; and conducting post-implementation reviews.
  • Manages, analyzes and produces voter data and related materials for staff and candidates. Receives Preliminary List of Electors from the Municipal Property Assessment Corporation (MPAC), corrects any errors and produces the voters’ list for posting and distribution.
  • Promotes continuous improvement through the review of current processes and operations; researching of industry practices; development and implementation of new programs, services and policies to address emerging needs and legislated initiatives and to improve the efficiency and effectiveness of Toronto Elections operation.
  • Researches and reviews emerging technologies and trends to address future election requirements and implications. Determines and implements systems, technology and equipment to support the delivery of efficient and effective elections.
  • Exercises sound judgement, integrity and fairness in dealing with sensitive and controversial matters.
  • Prepares reports to Committee and Council, makes presentations and answers questions at standing committees and Council.
  • Develops specifications, manages and issues request for information/ proposals/ quotations. Reviews, analyzes, and awards contracts on behalf of Toronto Elections in accordance with City by-laws, procedures and policies. Manages evaluation and selection processes and contract with suppliers. Negotiates terms and conditions of contracts.
  • Prepares, develops and negotiates agreements and contracts with suppliers, contractors, other divisions, partner organizations, community groups and stakeholders, as required, to ensure that obligations are met to the satisfaction of all parties.
  • Provides leadership and establishes effective partnerships with clients, internal and external stakeholders to address and resolve various issues during project delivery while balancing corporate interests.
  • Represents the City Clerk in meetings with a wide and diverse range of internal and external stakeholders, City Divisions, community groups, senior staff, elected officials and other levels of government.
  • Develops and implements the customer service standards and effective operational plans to ensure the delivery of quality service to efficiently and effectively meet customer service needs and requirements.
  • Ensures assigned staff are in compliance with the Accessibility for Ontarians with Disabilities Act, Occupational Health and Safety Act, and all other relevant legislation and associated regulations.
  • Acts on behalf of the Director, Election Services in their absence.
  • Works evenings, statutory holidays and weekends as required.

Key Qualifications:

  • Extensive experience managing and conducting large and complex technology-based operations and developing strategic and business work plans.
  • Considerable experience implementing and supporting voting technology and election administration systems.
  • Considerable experience in the procurement of technology resources (people, hardware, software and professional services) used to acquire, build and sustain application and hardware solutions, while adhering to legal and contractual advice and defined procurement procedures and standards.
  • Experience in the development and monitoring of operating and capital budgets.
  • Experience managing a multidisciplinary team of unionized, technical and professional staff, and leading, motivating, coaching and developing employees.
  • Comprehensive knowledge of enterprise application architecture and planning, systems development life-cycle using Agile Development methodologies and tools, quality assurance, performance metrics, project management methodologies and tools, system design and evaluation techniques, data architecture and design, and pre-packaged software and hardware implementations.
  • Knowledge of statutory requirements to conduct municipal elections, including a strong working knowledge of municipal election law, and election policies and procedures in relation to the technology.
  • Excellent leadership skills evidenced by past successful performance, with the ability to effectively negotiate, develop solid internal and external relationships and operate as a member of a management team.
  • Highly-developed dispute resolution skills and ability to solve complex problems under difficult and demanding circumstances, including issues involving candidates, citizens and interest groups.
  • Excellent verbal and written communication skills with demonstrated political acuity. Highly skilled at preparing reports to Council and its Committees, and delivering high impact presentations.
  • Exercises sound judgement in handling matters of a confidential and/or sensitive nature.
  • Broad understanding of municipal government and the independent role of the City Clerk in managing municipal elections.
  • Thorough understanding of the requirements of the Accessibility for Ontarians with Disabilities Act and a strong knowledge of the Occupational Health and Safety Act including knowledge of management responsibilities for health and safety compliance under the legislation.
  • Undergraduate degree in Computer Science or in a field pertinent to the job function would be considered an asset.
