Summary

This position is located at the Directorate of Cadet Activities Administration.

Responsibilities

• Serves as developer, technical programmer and authoritative technical consultant on web-based learning projects for the Directorate of Cadet Activities.
• Supports and enhances eLearning development/customization efforts using a wide variety of code platforms and frameworks.
• Serves as technical expert on projects involving web application, design, development, customization, deployment and training, web systems planning, and management.
• Designs and creates computer-based, web and cloud-based, or multimedia-based layout, graphics, animation, video, sound and/or content for use in training, and electronic media.
• Designs web interfaces; develops layout design and concept ideas for modifying existing LMS programming code to enhance system functionality for desired use.
• Contacts vendors to research products and resolve technical problems; makes recommendations for software and equipment purchases.

Qualifications

Any combination of education, training, and experience which demonstrates the ability to perform the duties and responsibilities as described above and includes the ability to develop database driven wed-based applications using ASP, HTML/CSS/JavaScript, XML, SQL/PH-SQL, SQL-Server and Oracle or other web based applications such as Amazon Web Services (AWS) or other Cloud Service platform; ability to perform server/IIS database administration as needed; ability to produce videos and use video compression software; ability to produce graphics using Vimeo or other software. Must possess strong verbal communication and technical writing skills. Must be able to operate and achieve desired results within short release cycles.

FOR EXAMPLE, an eligible applicant will possess:

• *One year of specialized experience which demonstrates the ability to perform the duties such as web application, design, development, customization, deployment and training, web systems planning, and management; OR
• *A Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in the following disciplines: Computer science, engineering, information systems management, mathematics, operations research, statistics, or technology management; OR
• *Have information technology related training which demonstrates the ability to perform the duties such as web application, design, development, customization, deployment and training, web systems planning, and management; OR
• *A combination education, training, and/or experience which demonstrates the ability to perform the duties such as web application, design, development, customization, deployment and training, web systems planning, and management.

In addition to the above, the candidate will also possess:

• *Experience which includes the ability to develop database driven web-based applications using programming such as ASP, HTML/JavaScript, XML, SQL/PH-SQL, SQL-Server, and Oracle or other web based applications such as Amazon Web Services (AWS) or other Cloud Service platform AND demonstrates the ability to perform server/IIS database administration AND demonstrates the ability to produce videos and using video compression software AND demonstrates the ability to produce graphics using Vimeo or other software.

The above requirements MUST be reflected on your resume to be considered an eligible candidate.HIGHLY PREFERRED- A highly preferred candidate will possess:

• *A Bachelor’s Degree in MIS, CIS, CS or other related field is preferred AND
• *Experience with a wide variety of code platforms and frameworks including but not limited to Ruby/ Ruby on Rails, Kotlin, HTML/CSS/Javascript OR front end frameworks (such as Angular, React, Redux, Apollo, Typescript) OR database frameworks (such as SQL/GraphQL/PostgresQL) OR REST, gRPC, and Amazon Web Services (AWS) (such as S3, Elastic Beanstalk and Cloudfront).

The education/experience MUST be reflected on your resume to be considered a highly preferred candidate.
