Equivalent to PE-03 for employees of the Public Service.

The results of this competition may be used to staff similar term or indeterminate positions within the Human Resources Division for NSERC or SSHRC.

Job Summary

Provide professional advice and support to management and employees and develop strategies, programs and policies for effective management of the Labour Relations programs for the Social Sciences and Humanities Research Council (SSHRC) and the Natural Sciences and Engineering Research Council (NSERC).

Statement of Qualifications

Education

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labor or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or an acceptable combination of education, experience or training relevant to the position.

Experience

Recent and significant experience* in managing activities related to an occupational health and safety (OHS) program.;
Experience in providing OHS advice and recommendations to stakeholders and workplace OHS committees or representatives in the implementation of an OHS program;
Experience in coordinating and participating in various OHS Committee meetings;
Experience in researching, analyzing, preparing and interpreting legislation, policies and/or directives, or guidelines and tools and recommending course of action;
Experience in planning, organizing, delivering and promoting health and safety awareness and training sessions;
Experience with managing complaints under the Canada Labour Code.
Experience providing strategic advice and recommendations to all levels of management including senior management** in labour relations including but not limited to: discipline, performance, behaviour management, disability management, accommodation, conflict of interest and other conflict situations;
Experience providing interpretation of collective agreements, policies, directives, and procedures;
Experience in Labour Relations in the federal public sector.

*Recent and significant experience means the depth and breadth of experience normally acquired over approximately two (2) years within the last five (5) years.
**Senior management is defined as Director level and above.

Knowledge

Knowledge of current and emerging occupational health and safety and trends and issues, policies and practices.
Knowledge of facilities and accommodations management.
Knowledge of the Occupational Health and Safety framework including the Canada Labour Code, Regulations, and Bill C-65.
Knowledge of the Workplace Safety and Insurance Board (WSIB) claims process.
Knowledge of the principles of accident prevention, investigation and inspection procedures.
Knowledge of relevant acts, regulations, and jurisprudence related to Labour Relations in the federal public sector.

Abilities

Ability to analyze complex issues and provide strategic advice related to human resources impacts;
Ability to work effectively in a team and autonomously to manage tight deadlines and multiple priorities;
Ability to facilitate conversation or group discussion;
Ability to build and maintain productive working relationships with stakeholders, partners, clients and management of all levels;
