Job Summary

The position provides for the management or conduct of expert contracting and procurement programs and projects as well as highly specialised, professional, functional and authoritative advice to senior management, to Responsibility Centre (RC) Managers and Project Authorities (PAs) by managing, planning and delivering the procurement for a highly diversified range of unique, specialized, sensitive and/or complex high dollar value goods and /or services (risk) in order to strengthen the Councils procurement frameworks, increase productivity and enhance enabling work environment. The position acts as the Centre of expertise on all aspects of the procurement and contracting for the management of projects to clients and colleagues of two Councils: the Natural Sciences and Engineering Research Council (NSERC) and the Social Sciences and Humanities Research Council (SSHRC) . The position is also responsible for the management of the Acquisition Card Program and for the development of the procurement framework which includes new internal policies, guidelines, directives, tools, processes, new and innovative methods of supply for procurement and contracting and of the development of the organisational Business Data Integrity Reporting. The individual also participates on interdepartmental working groups and committees.

Statement of Qualifications

Education

Successful completion of a post-secondary degree or diploma or an acceptable combination of education, formal training and significant experience in the field of procurement and contracting in the federal public service.

A certificate or diploma in procurement and contracting or in administration would be an asset.

Enrollment in the Certification Program for the Federal Government Procurement and Material Management Community with, at a minimum, six courses completed would be an asset.

Experience

Significant experience in the interpretation and application of procurement policies, associated directives, guidelines, regulations or notices.

Significant experience using a procurement vehicle for the acquisition of commodities for which standing offers and supply arrangements are mandatory (listed below) as per the Treasury Board Contracting Policy.

Significant experience in analyzing and developing procurement documents for professional services, including but not limited to RFP, NPP, evaluation criteria and associated documents, and statements of work

Significant experience in providing advice and interpretation to clients regarding contracting issues such as procurement policies, procedures and options available.

Significant experience in analyzing requirements to determine procurement strategies in regards to acts, directives or guidelines.
Significant experience working with a financial management system in the production and validation of contracting reports, including proactive disclosures, parliamentary questions and Access to Information and Privacy (ATIP) Requests.

  • Significant is defined as the breadth and depth of experience normally attained by having at least three (3) years of cumulative experience in a Purchasing and Supply (PG) or equivalent position within the last five (5) years.

Knowledge

Sound knowledge of the federal procurement policies, associated procedures, guidelines, regulations and notices that are currently into effect.
Knowledge of Freebalance or SAP financial system considered an asset.

Abilities
