POSITION OVERVIEW
SUMMARY
As the administrative head of the Orillia Public Library, the Chief Executive Officer (CEO) reports directly to the Library Board. Working with and supported by the Library Leadership Team, the CEO plans, organizes, directs and controls all library operations and services in accordance with Board policies, the strategic plan and relevant legislation; oversees and exercises stewardship of the Library’s financial affairs and resources; works cooperatively with the City. Under the direction of the Orillia Public Library Board, the CEO is responsible for providing the vision and leadership required for the developments and management of excellent public library service in accordance with the Public Libraries Act and the strategic directions and policies approved by the OPL Board. The CEO acts as Secretary to the Board.
KEY RESPONSIBILITIES
- Initiate and lead the strategic planning process on behalf of the Board.
- Develop and review Library policies and procedures in consultation with the Board Policy Committee.
- Establish budgets, service development, library planning, staffing complement and library organization.
- Administer, track, and report on charitable revenues and expenses. Report to the Board and auditors as required.
- Actively pursue funding sources and partnering opportunities.
- Promote the library and the Board to the community, external agencies and institutions, and professional organizations.
- Develop and implement initiatives to increase cooperation and partnership activities with municipal departments and key stakeholders.
- Act as a liaison with the Ontario Library Service, the provincial ministry that oversees libraries, and other relevant government agencies.
- Responsible for ensuring legislative requirements are met, including submission of all required reports.
- Implement and enforce all policies, procedures, and standards. Set the direction for library collection management within established policies and objectives.
- Ensure that a current information technology program and collection control system is in place which meets library objectives.
- Maintain awareness of current and future developments in library science and administration through attendance at professional meetings, workshops, and professional reading.
- Responsible for the overall health and safety of staff and the public through policies, procedures, and training.
- Oversee and develop tenders and quotations according to policies and procedures; coordinate and participate in award process with Board and/or the City of Orillia.
- Overall responsible for recruitment, training, supervision, and effective utilization of volunteers to support the Library’s overall functioning.
- Provide leadership to all library staff; Foster a strong sense of teamwork and a collegial atmosphere and maintain a positive work environment through positive communications with staff, supporting staff in performing their duties and effectively addressing workplace challenges as they emerge.
- Secretary to the Board in accordance with the current Public Libraries Act.
- Attend City Council meetings when matters pertaining to the library are on the agenda. Prepare and present reports to Council as required.
- Develop strategies and processes for purchasing technology for the library through liaison with the City of Orillia’s Information Technology Division.
- Oversee the operation and maintenance of the library’s physical facilities, capital equipment, and other physical resources in coordination with the City. Authorize repairs and purchases as required.
POSITION EDUCATION, SKILLS AND EXPERIENCE
- Master’s degree in Library Science or Information Studies from an accredited program.
- Minimum five years of progressive management experience in a public library.
- Proven skills in all aspects of supervision including team leadership, training, hiring, evaluating, coaching, and motivating staff to supervise a diverse complement of full-time and part-time staff, as well as volunteers.
- Demonstrated knowledge and experience in the principles and practices of accounting, budgeting, and financial planning.
- Demonstrated understanding of emerging trends, new technologies and advancements in public libraries and customer centered service.
- Strong working knowledge of library automation, technical services, and collections management.
- Effective oral and written communications skills; attention to detail and accuracy.
- Must be available evenings and weekends.
- Must have reliable transportation and a valid Class “G” Ontario driver’s license.
- A Criminal Record Check, including a Vulnerable Sector Check, is required at the applicant’s expense, prior to the commencement of employment.
Compensation for this position is $102,119 to $123,763 plus a comprehensive benefits package. Applications will be accepted until March 15, 2021 at noon.
