Job description: Minimum Qualifications This position is open to NYS employees with one year of permanent, competitive service as an Information Technology Specialist 3 (Programming), SG-23, or to those deemed eligible for transfer under Section 52.6 of the Civil Service Law. Duties Description This position is for employment with the IT Unit of the New York State Board of Elections (SBOE) in Albany, NY. The State Board of Elections works with, but is independent from, the NYS Office of IT Services.
Primary duties will consist of programming; however, as a member of the Applications Development team, the selected candidate will participate in all phases of the application development lifecycle for SBOE systems including Voter Registration, Campaign Finance, Candidate Management, Election Night Reporting and any future projects.
Duties may include, but are not limited to, the following:
– Participate in the analysis, programming, documentation and support of SBOE Internet and intranet applications.
– Perform unit testing, troubleshooting, debugging, system testing and integration testing of new applications and program modifications.
– Perform and participate in the research and analysis of various technology solutions for SBOE systems.
– Participate in database modeling and administration tasks.
– Assist with training and support of SBOE applications
Relevant Experience:
Experience in any of the following areas or technologies is desirable:
– Microsoft application development technologies that may include .Net, C#, Model-View-Controller (MVC), Windows Communication Foundation (WCF), ASP.NET Windows Forms, Team Foundation Server (TFS), or SQL Server Reporting Services (SSRS).
– Microsoft SQL Server tasks such as creating tables, stored procedures, functions, views, indexes, table constraints.
– Web services using SOAP.
– Web development including responsive and accessible design.
– Web development client side scripting including JavaScript or JQuery.
– Internet Information Server (IIS) including virtual directory, code deployment and Application pool.
– Familiarity with each phase of the software development process and various application platforms.
– Participation in ensuring the delivery of software products or updates.
– Creating and implementing processes to efficiently manage the release of code.
– Helping troubleshoot problems with an application.
– Producing end-user documentation and training materials.
– Working in a team environment.
– Good communication skills and the ability to communicate with technical staff and agency program staff.
