General Accountability
Prepares, analyses, monitors, and coordinates all budget, financial and operating results for Operating and Capital budgets, and other costs relevant to the Department, within prescribed deadlines and supported by departmentally defined data analysis and management justification. Provides accounting, financial, costing, statistical and performance information to departmental management in developing and guiding the preparation of the department’s annual Operating and Capital Budgets. Provides financial advice when staff is making production, budget related, and/or contractual decisions and monitors adherence to correct allocation of costs. Provides a variety of operational and administrative support by monitoring the implementation status of various recommended developments.
Key Job Functions
- Preparing, analyzing, monitoring and co-ordinating budgets and financial results, including cross impacts, regarding operating, capital, and other costs related to Rail Cars & Shops activities
- Providing accounting, financial, costing, statistical and performance information used in developing and guiding the preparation of the department’s annual operating and capital budgets
- Developing, enhancing and implementing new methods, procedures and reports to facilitate budgeting and cost analysis data
- Reconciling financial budgets and costs against reporting and program estimates to ensure validity and consistency
- Identifying and communicating significant, or potentially significant, cost variances to senior departmental management in a timely manner
- Investigating cost variances, and maintaining up-to-date projections of year-end forecasts, in consultation with the Manager – Operations Control
- Preparing in-depth cost studies, trend reports, forecasts, graphs and presentations to enhance financial understanding and awareness by management and supervisory staff
- Participation in the TTC customer service Ambassador Program
- Responsible for treating passengers and/or employees with respect and dignity and ensuring the needs of passengers and/or employees with disabilities are accommodated and/or addressed (within their area of responsibility) in accordance with the Ontario Human Rights Code and Related Orders so that they can fully benefit from the TTC as a service-provider and an employer.

Education and Experience
- Post secondary school in accounting, business administration or a combination of education, training and experience deemed to be equivalent.
Additional Requirements
- Completion of a post-secondary designation in a business related discipline (business administration, accounting or mathematics), combined with several years of directly related work experience
- Possession of a recognized accounting designation would be a valued asset
- Requires sound knowledge of standard accounting principles and practices combined with a good knowledge of financial reporting and budgeting concepts, methods, procedures and techniques
- Proficiency in the use of a computer and well versed in the use of automated spreadsheet programs and other computerized applications related to the work (i.e. databases, etc.)
- Sound judgement, well-developed analytical, problem solving, organizational, interpersonal, oral communication and report writing skills
- Must be able to deal with confidential information in the preparation of budgets, organizational updates and staffing requirements
- Must have the ability to motivate staff and effectively coordinate efforts to accomplish objectives
- Must have or acquire comprehensive knowledge of the TTC organizational structure, operations, policies and procedures applicable to the work performed
- Must have or acquire a thorough knowledge of the TTC’s budgeting, cost control policies/procedures and relevant systems (e.g. General Ledger Millennium System, Job Based Cost System, Rail Cars & Shops specific databases, etc.)
