In this role you will help the Epidemiology and Data Analytics Unit respond to the ongoing COVID-19 pandemic. You will join a team of data visualization specialists who are working to provide timely and innovative reporting methods for both internal and external audiences. Major Responsibilities:

  • Develops and maintains data visualization projects related to COVID-19 reporting and Toronto Public Health client data systems and databases. Participates in strategic and operational planning for issues related to COVID-19 and related information systems.
  • Extracts, analyzes, interprets and reports data using appropriate methods to support timely surveillance and reporting for communicable diseases, in consultation with managers, data visualization specialists, epidemiologists, and other health data users.
  • Provide technical expertise in using data analysis, database management and data visualization techniques to support data driven decision making.
  • Designs, codes, tests, implements and maintains communicable disease surveillance reports, health information systems, processes and databases.
  • Writes and executes programs for data extraction, dataset creation and analysis using statistical software programs and coding languages (e.g. Excel, Access, SAS, SPSS, SQL, R, Python)
  • Develops, coordinates, and maintains guidelines and procedures related to the data management, analysis, quality control, and dissemination of surveillance data and information.
  • Develops data quality evaluation processes.
  • Develops project management tools, monitors progress of operational plans and projects, identifies barriers to meet operational plans and projects and proposes solutions.
  • Identifies new opportunities, technologies and methods for community health status information systems, and reporting and dissemination mechanisms. Conducts research, issues Requests for Quotations, makes recommendations, etc.
  • Identifies emerging issues related to community health status information and systems and proposes responses.
  • Prepares reports for the Board of Health, City Council and its committees and external organizations for the signature of the Medical Officer of Health.
  • Represents Toronto Public Health on internal and external committees, and to the media.
  • Develops, conducts and monitors quality assurance methods for community health status information systems, analytical procedures and health information reports.
  • Develops, coordinates and updates documentation procedures for community health information systems, data and reporting tools.
  • Ensures access to external community health status databases by providing liaison with corporate partners and external agencies.
  • Provides consultation and training to Toronto Public Health staff on Toronto community health system, program data, information systems and survey and evaluation methods.
  • Prepares and delivers presentations on community health status data and related information systems for the public, external agencies and community organizations.
  • Responds to requests for community health status information.
  • Designs data collection and survey instruments including coding formats, questionnaire design and data entry, storage and retrieval.
  • Prepares reports and community health status profiles by analyzing data using computer applications, interpreting data and presenting results using graphs, charts, maps, etc. using online data visualization tools
  • Designs and produces thematic maps, charts and graphs using Geographical Information Systems (GIS) for Toronto Public Health intervention support, program planning and evaluation.
  • Recommends strategies to resolve or mitigate the impact of identified data quality issues.
  • Provides feedback and makes recommendations specific to future data needs, design and delivery of analytical products, design of information delivery methods, design of training and knowledge transfer activities.
  • Provides leadership by chairing and coordinating the activities of various committees and advisory groups.

Key Qualifications:

Your application must describe your qualifications as they relate to: * University degree in computer science or related discipline or the approved equivalent combination of education and related experience.

  • Extensive experience with Tableau, ArcGIS, and SAS; additional experience with , Python, SQL, and other software packages and programming languages an asset.
  • Experience working with health data.
  • Experience working with a range of data types and formats, including tabular, geospatial, web services, real time, APIs and JSON.
  • Experience working with large databases

You must also have:

  • Knowledge of current public health issues related to communicable disease, vulnerable populations, and social determinants of health; applied research; public health information technology; and quality assurance principles.
  • Skills in data collection, enhanced knowledge of analysis principles, and expertise in facilitating the interpretation of data.
  • Excellent organizational and project management skills.
  • Ability to meet changing priorities.
  • Ability to communicate effectively, preparing written reports and other polished products utilizing MS Office suite.
  • Ability to conduct, summarize and display statistical data in understandable formats and make oral presentations.
  • Ability to direct and work effectively with staff and to utilize positive problem-solving solutions.
  • High attention to detail
